The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 P.M. The Invocation was given by Councilman Gibson. Councilman McNei'11 led the Flag Salute. ROLL CALL PRESENT: COUNCILMEN GIBSON, IZELL, KING, McNEILL AND MAYOR WHITE ALSO PRESENT: City Manager Webb, City Attorney Thorson, Dir. of Admin. Serv. Haltoway, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Dev. Hemer, Chief of Police Snowden, Fire Chief McCann, City Librarian Morris, City Treasurer Montenegro, and City Clerk Gair 00- Mayor White read a Proclamation in honor of Mrs. Bonnie Hanrahan from the Chairman of the Los Angeles Committee on Aging and Supervisor Pete Schabarum. The Proclamation was for Older American Recognition and Volunteer Service. Mayor White totd of Mrs. Hanrahan"s work in the community and Councilman Izelt presented the Proclamation to her. Mayor White read the Proclamation establishing May 13-17 as National Police Week". He then presented Chief Snowden with the Proclamation. Council commented on the community work of Mrs. Hanrahan and the City Police Department. Mayor White told of the background regarding Officer Budge and his twenty years of service to the City. Councilman King presented the service award to Mrs. Budge. Mayor White totd of Lt. John Cisneros" involvement in youth activities and his promotions in the Police Depart- ment. There were no objections 00- PUBLIC HEARING CONSENT CALENDAR APPROVED Director of Community Services explained that subdivision of property east of North Lante Street had created a new street. La Sena Avenue. This street has eliminated the County's former street concept. This vacation 84-V-3) is in conformance with the General Plan as required by the Government Code Section 65402. Mayor White declared the Public Hearing open on 84-V-3 and invited those wishing to speak to come forward. There were none. Mayor White declared the Public Hearing dosed. M/S/C: McNEILL/GIBSON. There were no objections. Director of Housing and Economic Development Hemer stated that, after Council authorization. Staff advertised for sale of property at 4733 Center Street. Two bids were received on April 23, 1984 for this property. The highest bid received was from Caleb Anacaya for $51,000, under terms of $2,000 deposit and a ninety day escrow, cash at dose of escrow. The second bid was from Timothy and Michael Whaten for $32,450 and cash at close of a ninety day escrow. Mr. Hemer added that the bid from Mr. Anacaya was not technically complete. However, significant differences, in City's favor, of bid Staff recommends he be awarded the bid and Council waive any technical incomptetions in his bid. Councilman Gibson moved that the first bid be accepted in the City's favor, should something fa11 through, the second bid then be accepted under the terms submitted and waive those technicalities that may have been overlooked. Councilman McNeitt questioned why the second bid was being tied into the motion. He preferred readvertising the bid. Councilman Gibson explained that since only two had shown interest in bidding there was no need to advertise and people on the second bid could be worked with. Councilman Gibson then stated his motion to accept the first bid of $51,000 from Caleb Anacaya, and should that fa11 through, make arrangements thereafter and waive those technicalities which may arise. Director of Housing and Economic Development explained that Staff had previously requested authorization to advertise for sale property at Francisquito and Big Dalton Wash. Council had reservations about development standard changes and declined to authorize advertising. Since that time the Ad Hoc Committee has had several meetings and issues are dearer. Staff recommends advertising this property at this time. The City is totally in control of development stand- ards and can impose additional appropriate standards such as: 1) Additional public and private open space, 2) Additional set back requirements, 3) Specific minimum room size requirements. Staff recommends that Council authorize advertisement for sale at this time and that the advertisement for property specify that no sale is complete until Council specifically approves property development and that acceptable proposals consist of sates, housing only. After discussion Council set Wednesday, May 30th at 4:00 p.m. for the Budget Study Session.
