The City Council of the City of Baldwin Park met in Adjourned Regular Session in the Council Chambers at 4:00 P.M. ROLL CALL PRESET: COUNCIIMEN GIBSCN, IZELL, ROLL CALL M3NEILL AND MAYOR PRO TW KING Al^O PRESENT: City Manager Webb, Dir. of Ccarm. Serv. Stnith, Dir. of Admin. Serv. Hallcway, Chief of Police Snowden, Dir, of Housing & Economic Dev. Hemer, and City Clerk Gair 00- Montenegro's absence was Mayor White's and City Treasurer automatically excused. ABSENCES EXCUSED City Manager Webb explained that tonights meeting would include a presentation by DAVE Cosulting, Inc. on a Transit Needs Study. This firm was retained by cities in the East San Gabriel Valley to conduct a Transit Needs Study and will give similar presentations to other cities, the Council may want to declare a public hearing regarding this or handle as a simple agenda item. He further explained that staff will prepare its cwn report that focuses in on local options. Documents, generated from the study are available for review. He than introduced Roy Glauthier, Vice President of DAVE Consulting. Mr. Glauthier reviewed some of the processes, findings and reconrnendations of the study and highlighted the areas affecting Baldwin Park, He explained the origin study through Proposition A in 1980 and the finding process. This four year program will be eliminated in 1985. Mayor White was present at 4:12. He explained the surveys that were held in each city and the ways population would be or were affected by transporta- tion services. The lack of coordination in scheduling of cross service lines was pointed out. He explained that the alternative that is reccnmended would restructure valley wide service with three major destinations. This would make the service more direct and convenient. He also explained the Ccrriniinity Shuttle Service Dial-a-Ride) Mayor pro tern King asked City Manager Webb to ccnrnent prior to Council discussion. City Manager Webb cemented that the proposals outlined are costly. Staff has indicated that the cost estimates they prepared on the alternatives are probably on the high side. A major consideration needs to be what the City's future plans are for Proposition A funds. Staff is preparing a brief analysis, concentrating on local options, to bring back to Council in the near future for consideration. Councilman Izell asked what percentage of R'lD money is tax noney. Mr. Glauthier introudeced his associate Ms. Elizabeth Ellis, who responded that 65% of each dollar is tax money. Council could hold a public hearing or have an agenda item. Council agreed to wait on the report from staff before noking a reconmendation. 00- Councilman Gibson presented an award to City Manager Wefcfo from the National Guard in recognition for anployee support. 00- Council adjourned to a Closed Session at 4:35 p,m. to discuss employee negotiations. Council reconvened at 5:00 p.m. Mayor White stated that no action was taken. Roll Call ronained the same. CITY MANAGER AWARD TO CITY MANAGER CLOSED SESSION 4:35 P.M. RECONVENED 5:00 P.M. 00- City Manager recalled the major adjustments that were presented and approved in last year's budget. He said that those adjust- ments were necessary and had achieved the objectives that were established. The improved economy has a significant impact on the city and it is expected to ranatn in a healthy state through the balance of the fiscal year. City Manager Webb stated that the Proposed Fiscal Year 1984-85 Operating Budget is 7,233,094, a 3.9% increase over last year's amended bixiget. He then gave a brief outline of all phases of the budget as presented in the preliminary budget introduction, Councilman King spoke of concern to keep the boxing coach working with the Human Services Department and asked if funds were proposed for this in the budget. He hoped that this program and others keep up with the expanding population. Human Services Director explained the ways this would be handled. He hopes that as the program grows funds will be found to increase Staff time. City Manager Webb explained the problems in increasing hours for sane employees. He also stated that he was hopeful of the City keeping up with population demands. Also discussed was the Traffic Officers cost, their title and specific assigranent. Council also discussed their pleasure of the decrease in funding to the chamber and ambulance service change. Concern for the cost for Animal Control was mentioned and the purchase of the City's own street sweeper. Council conplimented Staff on the preparation of the btriget and the goals that have been established. 00- Mayor White declared Oral Conmunications open Denny Meehan, Center for Independent Living, asked for consideration for this organization for funding assistance. Mayor White suggested he submit a written request.
