The City Council of the City of Baldwin Park met in regular session in the Council Chanters at 7:00 P.M. The Invocation was given by Councilman Izell. Councilman McNeill led the Flag Salute. ROLL CALL PRESENT: COUNCIIMEN GIBSON, IZELL / MsNEILL AND MAYOR PRO TEN KING AI£0 PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Halloway, Dir. of Ccnn. Serv. Smith, Dir. of Housing & Economic Dev. Hemer, Chief of Police Sncwden, City Librarian Morris, City Treasurer Montenegro, and City Clerk Gair 00- Mayor White's absence was automatically excused. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of May 16, 1984 2. Waive Further Reading and Adopt RESOLUTION NO. 84-41 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BAIDWIN PARK 3. Waive Further Reading and Adopt ORDINANCE NO. 873 RELATING TO RESTRICTED Second Reading) USE OF CERTAIN STREETS 4. Deny Claim Against the City Richard Monreal 5. Approve Change Order C.I-P. No. 211 Maine Avenue Improvement Project It was moved and seconded to approve the Consent Calendar as presented. M/S/C: McNEILL/GIBSON. There were no objections. 00- PUBLIC HEARING INVOCATION FLAG SAUJTE ROLL CALL ABSENCE EXCUSED CONSENT CALENDAR CONSENT CALENDAR APPROVED Director of Ccmnunity Services anith gave a report requesting an increase in assessment to the landscaping and Lighting Maintenance District. This increase is necessary to offset the expenditures associated with anticipated maintenance of certain project and improvement areas. Also, because of increased utility costs. Staff reconmends approval. Mayor pro tern King declared the Public Hearing on The intent of the City Council to order the annual levy and collection of assessments for certain landscaping and light- ing maintenance" open and invited those wishing to speak to ccme forward. There were none. It was moved and seconded to approve Resolution No. 84-42, ORDERING TOE ANNUAL I£VY AND COLLECTION OF ASSESSMENTS FOR CERTAIN LANDSCAPING AND LIGHTING IN AN EXISTING MAINTENANCE DISTRICT, PURSUANT TO THE PROVISIONS OF DIVISION 15, PART 2/ CF TOE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA FOR THE FISCAL YEAR 1984-85". M/S/Ci McNEILL/GIBSCN. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS OR COmiTTEES Director of Housing and Eooncmic Development explained the Tax Exonpt Single Family Mortgage Revenue Bonds issued by Los Angeles County. Developers that apply for the County program must first obtain the consent of the City where the development is to be located. PUBLIC HEARING CLOSED RESOLUTION 84-42 APPROVED REPORT COOPERATIVE AGREEMENTS COUNTY OF DOS ANGELES AND CITY OF BAIFWIN PARK Staff reconnends approval of the Puente project as it will assist moderate income households become hcmeowners. It is reccnmended that Council defer action on the Dale-rood development. It was moved and seconded to defer action on 12822 Dalwood Street and approve Resolution No. 84-43, APPROVING A HCME M3RTGAGEE FINANCE PROGRAM IN COOPERATION WITH THE COUNTY OF LOS ANGELES AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE FOR AND ON BEHAU' OF THE CITY OF BAU3WIN PARK A COOPERATIVE AGREEMENT BETWEEN THE COUNTY OF IOS ANGELES AND THE CITY OF BALDWIN PARK 4038 PUENTE AVENUE) M/S/C: GIBSON/IZELL. There were no objections. 00- RESOUTTION NO. 84-43 APPROVED NEW BUSINESS Councilman McNeill congratulated those who received awards at the Chamber of Connerce Installation Dinner. He then spoke of his concern that the DAR and SAR presented an award due to the racial bias that is present in those organizations He felt the award was out of place at a Chamber dinner. Council discussed this and expressed surprise over the DAR position. It was suggested that this information be passed on to the Chamber. City Clerk Gair requested a letter from Council opposing AB3226, concerning third party handling of voted Absentee Ballots. This is requested by League of California Cities. It was moved and seconded to draft a letter in support of the League of California Cities opposition to AB3226. M/S/C: IZELL/GIBSON. There were no objections. 00- Mayor White declared Oral Ccrnnunications op»en and invited those wishing to speak to come forward. Sarah Vargas, 3138 N- Maine, requested that the City find scroe means of ccitmunicating the fees and p)ermits that are required for citizens and also new ordinances.
