The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 P.M. The Invocation was given by Councilman Gibson. Officer Polukas led the Flag Salute. ROLL CALL PRESENT: COUNCimEN GIBSCN, IZELL, KING, M^NEILL AND MAYOR WHITE ALSO PRESENT: Acting City Manager Halloway, City Attorney Fuentes, Dir. of Ccmn. Serv. Smith, Dir. of Housing & Economic Dev. Hemer, Chief of Police Snowden, City Librarian Morris, and City Clerk Gair 00- City Treasurer Montenegro's absence was automatically excused. 00- It was moved and seconded to adjourn to a closed session at 7:02 p.m. The Council reconvened at 7:17 p.m. Roll call remained the same. 00- Mayor White declared Oral Communications Open for discussion by the Public Safety EhTployees Association and invited those wishing to speak to cone forward. Richard Kriesler, 1428 2nd St., Santa Monica, representative for the Public Safety ESrployees Association stated that he was speaking in an attempt to prevent further polarization from occuring in the labor process. He explained the negotiations that have taken place and the final, no change offer, that has been made to the association. He told Council that an 8% 10% total package, total conpensation is being proposed by the association. These numbers were developed after a survey of nineteen cities was provided by the Ponona Police Association. Mr. Kriesler outlined the critical noney factors affecting police and how this causes Baldwin Park to be 6.4% below the average in the survey taken. He also spoke concerning the lack of a barrier in the police lobby, no panic buttons, injury to an employee and the image of the City being improved by taking care of the employees. He referred to the PERS written notice in 1983 that uniform allowance should be included in retirement and reconnended implementation of this by the City. Also mentioned was a letter to the association by City Manager Webb and the 14.9% General Fund reserve and the reccnroended reserve of 10% by the League of California Cities. He felt that the City and Association were realistically not far apart at 3% 4% representing $80,000 $90,000. Mr. Kriesler thanked Council for their attention and said this was a first step to advise of Council of the problem. Mayor White stated that Council has asked that he be the spokesman to respond for Council, He conmented on the polarization of the association and hew Council would like to keep that to an absolute minimum. Also, Council is appreciative of the orderly and forceful manner of the presentation given. Mayor White explained the policy of Council which has been to bring employees salaries to the median of the standard in the San Gabriel Valley. He pointed out that a major portion of the City budget is spent on the law enforcement program. He outlined the improvements to be made for police by purchasing new cars, guns, vests and radio equipment. He complimented the work of the police in the City and assured them of Council support and appreciation He stated that Council understood that the association leaders have the right to ask for what they think they deserve, but as indicated the offer given is the best the City has. He hopes they can all get together to work out an agreement, Mayor White declared Oral Coninunicaticns closed. Waive Bidding Procedure for Purchase of Vehicles Councilman McNeill asked, regarding Item No. 9, how the leasing of a street sweeper for the City will affect the contract the City already has for street sweeping services. Director of Cannunity Services Smith stated that the street sweeping contractors are aware of the City's intention to do our own program. In response to Councilman King's questions Mr. anith responded that the estimated savings and personnel transfer would remain the same, It was moved and seconded to approve the Consent Calendar as presented. There were no objections. 00- REPORTS CF OFFICERS, COMMISSIONS OR CCMKTTTEES Acting City Manager Halloway explained that the four Resolutions before Council were to set salaries for three groups being dealt with, It was moved and seconded to approve Resolution No. 84-52, ESTABLISHING A CLASSIFICATION PLAN FOR THE CITY'S CLASSIFIED AND UNCLASSIFIED SERVICE POSITIONS". M/S/C: McNEILL/IZELL. There were no objections. It was moved and seconded to approve Resolution No. 84-53, ADOPTING THE BASIC SALARY PIAN CTASSIFIED SEWICE MISCELLANEOUS CONFIDENTIAL EMPLOYEES)". He ccmnented further that only 90 clerks out of 480 cities in the state have this designation and wanted this honor mentioned in the minutes. It was moved and seconded that Councilman McNeill be the voting member and Councilman King be the alternate for League of California Cities Annual Conference in September. M/S/C: GIBSCN/IZELL.
