The City Council of the City of Baldwin Park ret in adjourned regular session in the Council Chambers at 5:30 P.M. ROLL CALL PRESENT: ALSO PRESET: COUNCII^EN GIBSON, IZELL, ROLL CALL KING, M^NEILL AND MAYOR WHITE City Manager Webb, City Attorney Flandrick, Dir. of Corm. Serv. anith, Dir. of Housing & Economic Dev- Haner, City Planner Rangel, and City Clerk Gair 00- City Treasurer Montenegro's absence was automatically excused. 00- REPORTS OF OFFICERS, OMnSSIQNS AND COMMITTEES City Planner Rangel explained that the Ad Hoc Ccmnittee had been working for about seven months on some standards relative to Multiple Family Residential, R-G and R-3 zoning. An urgency ordinance is before the Council relating to interior space of these units and open space regulations. He and the archetect Mr. Good were available for questions from Council. Councilman King commented on the excellent presentation given by Mr. Rangel and Mr. Good at the Planning Ccmnission Meeting. He stated that the Ccinnission and the Council were in agree- ment on this and it was a nove in the right direction. He said he was grateful to the Ad Hoc Ccrmiittee for their wrk and also that the changes to the ordinance were minor. Councilman Izell spoke of his concern for those persons with plans in plan check that could be excluded and have to start over. City Planner Rangel, in response to questions, stated that there were now six projects in plan review. City Attorney Flandrick explained that subparagraph e & f of Section 6 on page 5 of the ordinance would have the effect of excluding from the purview of this ordinance applications ccrrplete and filed, or either a building permit for an R-3 or R-G developinent or for a Planned Development- This ordinance is only in effect for 45 days. He further explained the public hearings that will be required and hardship matters that can be handled at that time. Councilman Izell requested that a letter of apology be sent to the Planning Ccmmission for putting the Ccmnission into such a bind by discussing this ordinance at such a late date. And also inform them that there will be plenty of time for their hearings and input before the ordinance becomes final. Council concurred and directed the City Manager to handle this. Councilman McNeill ccmplimented the Ad Hoc Connittee for going in the right direction to make better conditions for the people and moved to approve the ordinance. PVS/C: McNEILL/IZELL. There were no objections. Council complimented the work of the Ad Hoc Committee and Staff in preparation for this ordinance. Councilman King asked that the Planning Cornnission be allowed to appoint two representatives from the Ccmnission to serve on the Ad Hoc Committee. Council concurred. Councilman King stated that he spoke with Superintendent of Schools Jerry Holland and some Board members and they agreed that periodic joint meetings would be a good policy. Mayor White felt the meetings should be when there are specific items for discussion. Possible joint funding for the auditorium and also use of the new district swimming pools by Parks and Recreation and CATV were mentioned as possible upcoming items. Councilman King complimented Councilman Izell for shewing his interest in the City and his input on the committee. It was moved and seconded to adjourn the Adjourned Regular Meeting of the City at 6:00 p.m. M/S/C: KING/GIBSON. There were no objections.
