The Invocation was given by Councilman Izell. City Manager Webb led the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN IZELL, McNEILL, AND MAYOR WHITE INVOCATION FLAG SALUTE ROLL CALL ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Halloway, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Dev. Hcmcr. Chief of Police Snowden, Fire Chief McCann, City Treasurer Montenegro, and City Clerk Gair 00- Councilman Gibson's and Councilman King's absence was automatically excused. 00- City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of September 14, 1984 and September 19, 1984 2. Waive Further Reading and Adopt RESOLUTION NO. 84-76 ALLOWING CLAfMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. Waive Further Reading and Adopt RESOLUTION NO. 84-77 CONCURRING IN THE COUNTY SOLID WASTE MANAGEMENT PLAN NONHAZARD WASTE ELEMENT It was moved and seconded Co approve the Consent Calendar as presented. There were no objections. 00- ABSENCE EXCUSED CONSENT CALENDAR CONSENT CALENDAR APPROVED REPORTS OF OFFICERS, COMMISSIONS OR COMMITTEES Director of Administrative Services Halloway briefly explain- ed the impact of Proposition 36 Jarvis TV) on the City^ budget. He outlined the elimination of the Lighting and Landscaping District and the General Fund payback to the County. He offered to answer questions that Council might have. A report to Council is required in advance of the scheduled public hearing on October 17, 1984 relating to an intended extension of an urgency ordinance. PROPOSAL EXTENSION URGENCY ORDINANCE NO. 877 STAFF REPORT Mayor White stated that the report was received and filed by Council. 00- NEW BUSINESS REPORT RECEFVED AND FILED Councilman Tzell stated that new business in his family is grandson, Edward Lee Williams, 7 Ib. 3oz. Council congratulated him on the new addition. 00- NEW" BUSINESS Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Aileen Pinheiro, 13009 Amar, spoke concerning the Historical Society's Museum, moving to the Chamber Building and special plans for the move, Dorothy Soffe, 13013 Amar St., spoke about the development of vacant land into condominiums when already built condo- miniums in the area aren' t sold. She also told of problems w"i th renters» cars, radios and motorcycles in this area. J. Hickingbottom, 3203 N. Puente, requested that a noise ordinance be enacted. ORAL COMMUNICATIONS OPEN AILEEN PFNHEIRO DOROTHY SOFFE J. HTCKINGBOTTOM Albert Sanders, 4421 Stewart, for police reports charged by an unnecessary and unfair fee crimes. spoke about the $10.00 fee the City. He felt this was that penalizes victims of ALBERT SANDERS Mayor White declared Oral Communications closed. 00- ORAL COMMUNICATfONS CLOSED Councilman McNoill commented on the vacant condos that are being vandalized, the delay of the City in controlling the building of condos, and the affect on the school district of all the condos. He also spoke regarding the $10.00 fee for police reports and asked that this fee be looked into, because it seemed to be Coo much. Councilman Izell stated that Council has consistently added R3 zoning in the City. He advised the residents of Amar Rd. Chat they can get a petition to down zone that area. At the request of Councilman McNeill City Planner Kangel gave a report on each of the three pages of tables presented to Council on the General Plan Residential Land Use Distribution Percentages of the Total City Designated Residential and the Percentage of the Residential Land Area Designated Multi- Family and Single Family Residential) as of September 1984. Six other cities were surveyed and compared to Baldwin Park's percentages. Baldwin Park was in the median range of percent- ages quoted. The percentage of residential land designated Multi-Family is 19.8% for Baldwin Park.
