The Invocation was given by Councilman Gibson. Councilman McNeill Jcd the Flag Salute. ROLL CALL: PRESENT: COUNCILMEN ClIiSON, IZELL, KING, McNEILL, AND MAYOR WHITE ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Halloway, Dir. of Comm. Serv. Smi th, Dir. of Housing & Economic Dev. Hemer, Chief of Police Snowden, Fire Captain Burkhart, City Treasurer Montenegro, and City Clerk Gair 00- INVOCATION FLAG SALUTE ROLL CALL City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of October 3, 1984 2. Receive and File Treasurer^ Report- September 30, 1984 3. Waive Further Reading and Adopt RESOLUTION NO. 84-78 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Deny Claim Against City Rodney L. Quinn 5. Waive Further Reading and Adopt RESOLUTION NO. 84-79 APPROVING AN APPLICATION FOR GRANT FUNDS UNDER THE PARK AND RECREATION GRANT PROGRAM OF THE CALIFORNIA PARK AND RECREATIONAL FACILITIES ACT OF 1984 FOR WALNUT CREEK NATURE PARK IMPROVEMENTS It was moved and seconded to approve the Consent Calendar as presented. There were no obj ections. 00- PUBLTC HEARING CONSENT CALENDAR CONSENT CALENDAR APPROVED Director of Community Services explained the need for an extension of Urgency Ordinance No. 877 to allow the Planning Commission time for review and input into the permanent ordinance. Also, to allow Staff to review development plans designed pursuant to Urgency Ordinance standards and refine any problem areas before adoption of a permanent ordinance. Mayor White declared the Public Hearing closed. PUBLIC HEARING CLOSED It was moved and seconded Co extend Urgency Ordinance No. 877 by adopting Ordinance No. 878. M/S/C: KING/GTBSON. There were no objections. Mayor White introduced the Public Hearing on Z-446 A request for a change of zone from R-l, Single Family Residential Planned Development on approximately 74j^ acres described as 4455'2 La Rica Avenue. Applicant: Speight Engineering Co., Inc.". City Planner Rangel explained the reduction in units from 6 to 5 because of concerns regarding too high of a density. He also explained the lot sizes, the common recreational space provided and the square footage of floor plans. Staff recommends approval of the Negative Declaration, Z-446 and the Development Plan. The Planning Commission by 5-0 recommends approval by the City Council. Mayor White declared the Public Hearing Open on Z-446 and invited those wishing to speak Co come forward. Larry Speight, 8067 Florence, Downey, applicant spoke regard- ing his applications and the improvement this will make to the area. Mayor White declared the Public Hearing closed. ORDINANCE NO. 878 APPROVED PUBLIC HEARING INTRODUCED ON Z-446 STAFF REPORT RANG EL PUBLIC HEARING OPEN Z-446 LARRY SPEIGHT PUBLIC HEARING CLOSED Council discussed this project with Staff and inquired about the condition of the La Rica Avenue in this area of tlie city and the access the Fire Department will have to these units. Councilman McNeill expressed his concern about the lack of a rear door in tlie units. He felt this was not a good situation when you can only exit in one direction in case of a fire. Council discussed the Fire Department's plan review system and the code requirements for window size, It was moved and seconded to approve Ordinance No. 879, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A CHANGE OF ZONE FROM ZONE R-l TO ZONE R-l PD) APPLICANT: SPEIGHT ENGINEERING COMPANY: CASE NO. Z-446; LOCATION: 445^ LA RICA AVENUE)". M/S/C: IZELL/KING. There were no objections. It was moved and seconded to approve Resolution No. 84-80, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A DEVELOPMENT PLAN APPLICANT: SPEIGHT ENGINEERING CO. LOCATION: 4455^ LA RICA AVENUE: CASE NO. Z-446)". M/S/C: KING/McNETLL. There were no-objections. 00- REPORTS OF OFFICERS. COMMISSIONS OR COMMITTEES COUNCIL DISCUSSION ORDINANCE NO. 879 APPROVED RESOLUTION NO. 84-80 APPROVED Councilman King explained that the Ad Hoc Committee had met today and he recommended that the committee be dissolved. The committee served its purpose and the Planning Commission should assume all chat die committee has been doing. 1C was moved and seconded to abolish the Ad Hoc Committee. M/S/C: IZELL/McNElLL. There were no objections. Council thanked Jeannie Martins, Leo King and the other Ad Hoc Committee members and Staff for their good ideas and Input. Councilman Izcll objected to the Resolution before Council because he felt Council shouldn't tell the people how to vote. Other Councilmembers felt that the people look to Council for guidance and leadership and this can be shown by opposing Proposition 36 Jarvis IV). It was moved and seconded to approve Resolution No. 84-81, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK OPPOSING PROPOSITION 36, THE JARVIS IV INITIATIVE CONSTITUTIONAL AMENDMENT" M/S: McNRT.LL/GIBSON. PROPOSITION JARVIS IV) DISCUSSED 36 MOTION TO APPROVE RESOLUTION NO. 84-81 ROLL CALL VOTE: AYES COUNCILMEN: NOES COUNC1LMEN: ABSENT: COUNCILMEN McNFILL, GIBSOJi, KING AND MAYOR WHITE IZELL NONE ROLL CALL VOTE 00- Mayor White read November 1984 as Manuel Almeda of a proclamation designating the month of Veteran's Unity Month and presented it to the State Employment Office. PROCLAMATION PRESENTED FOR VETERAN'S UNITY MONTH Mr. Almeda explained that this is the first time for a Veteran's Job Fair in California. Their goal is to fill jobs with veterans. Fliers for a special event at the South El Monte Community Center on November 7th from 9 a.m to 3 p.m. have been left with Lee Lucas, 00- Mayor White declared Oral Communications Open and invited those wishing to speak to come forward. There were none.
