JANUARY Ib. 198S AT 7:00 P.M. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 P.M. The Invocation was given by Councilman Gibson. Councilman McNeill let the Flag Salute. INVOCATION FLAG SALUTE ROLL CALL PRESENT: COUNCILMEN GIRSON, IZRLL KING, McNEILL AND MAYOR WMITE ALSO PRESENI': City Manager Wcbb, City Attorney Flandrick, Dir. of Admin. Serv. Halloway, Dir. of Comm. Serv. Smith, Acting Chief of Police Lanza, City Planner Rangel, City Librarian Morris, City Treasurer Montenegro, and City Clerk Gair 00- Ted Goldstein, Field Deputy and Liason Officer for all eighty-four Los Angeles County Cities for District Attorney Ira Reincr, introduced himself to the City Council, tie explained his duties in attending council meetings and that he would be taking back the view points and concerns of councils. INTRODUCTION TED GOLDSTLJN 00- I^esentations and Awards: Mayor White explained that Certificates of Appreciation would be presented by Councilman McNeill, who requested the volunteers be honored, on behalf of tlie Council. He told of the concern that baskets would not he given out this year since the Service Council was no longer active, but these forty people were able to meet this need. Councilman McNeill thanked all those present, who would lie receiving a certificate, and said that their efforts spoke well for the entire community. He called the names of all participants and presented certificates to those present. Council thanked all the volunteers present and other civic groups wlio participated in community efforts. Council also commented on their appreciation of seeing so many persons presented at the Council meet-ing. 00- City Clerk Gair presented the Consent Calendar: 1. APPROVED 00- REmPTS OF OFFICERS, COmiSStONS AND COMMITTEES Director of Administrative Services Ilalloway explained that RERJSE RATES 1985 the resolution before Council is for approval of a rate in- HALLOWAY crease for refuse collection fees in accordance with the existing agreement with Webster's Refuse Disposal. If approved, it would be a 7.91 increase for single family and a 10^ increase for multiple. Staff recommends approval. It was moved and seconded to approve Resolution No. 8S-(->, RESOLUTION NO. 85-6 AMENDING RESOLUTION NO. 84-86 SETTING I-'EES AND CHARGES APPROVTJ) FOR ISSUANCE, PROCESSING AND FILING OF VARIOUS CITY SERVICES, PERMITS AND LICENSE". There were no objections. 00- NEW BUSINESS In response to Councilman King^s question City Attorney UNCLASSIFI1D Elandrick explained that the change in Planning Commissioner's SERVICE POSITIONS salaries could not be retroactive because they cannot PIANNING CC^IISSION receive an increment for services already rendered. Council- man King also recommended that a change to $200 per month or NON-CHU'lFIED S2400 per year be made to the non-certified City Clerk's CITY CLERK, salary, since this would be a part time position. DISCUSSED It w^s moved and seconded to approve Resolution No. 85-7, RESOLUTION 85-7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING RESOLUTION NO. 84-83 ADOITING A BASIC SALARY PLAN UNCLASSIFIED SERVICE WSITION)". M/S/C: KING/1ZELL. There were no objections. 00- Mayor White declared Oral Communications open and invited ORAL Q^MUNICATIONS those wishing to speak to come forward. OPEN Alma Aghhashian, 12853 E. Lcdford, spoke concerning the ALMA AGHBASHIAN wrong edition of the Highlander newspaper being delivered to the area she lives in. It does not contain Baldwin Park advertising and the newspaper ignores their requests for tlie other edition. Mrs. Aghbashian also requested that there be daytime bus services, besides senior citizen busing, to bring people into the downtown area to shop. Betty Wallace, resident, thanked all the Christmas basket volunteers and said they would help again next year if needed. Mayor White declared Oral Communications closed. 00- Mayor White introduced the Public Hearing on AGP-68, The intent of the City Council to consider an Amendment to the Circulation Element of the General Plan of the City of Baldwin Park for the deletion, realignment or other alteration of the following existing and proposed future streets: A. Fountain Court: Add Fountain Court, West of Center Street between Los Angeles Street and Palm Avenue; and B. Montcrcy Avenue: Add Monterey Avenue Last of Center Street, between Los Angeles Street and Palm Avenue". Mayor White declared the I\iblic Hearing Open on AGP-68 and Invited those wishing to socak to come forward. Shirley Scott, 4254 Center Street, requested information regarding the property at 4306 Center Street, where her mother lives and Mrs. Scott and her brother own, and how the property would be effected. Director of Community Services Smith stated that one of the alternatives does reflect a roadway connection from Monterey to Center which would traverse a portion of the property referred to. City Planner Rangel explained that this is a General Plan Amendment which identifies the circulation clement and the direction the City wants to go with future streets. This plan identifies a street, along Monterey primarily, but access is needed to Monterey from another street. The best access would be from Center Street. The effect of this \\ould be to put something on tlic map. City Planner Rangel further explained that the City is not suggesting that the property be dedicated, but this neighborhood has shown a desire to improve Monterey Street. In order to improve, this street has to show on the map. He outlined the possibilities for subdivision with properties facing a street and other development alternatives. Those speaking in opposition to AGP-68 allowing access from Center Street to Monterey were: Shirley Scott, owner of 4300 Center Street. Michael Lynn Racicot, 4316 Center Street. Leo Denies, Resident of City, Monterey Street area. Steve Judy, 4247 Walnut Street. Counci.lmcmbcrs commented that the action taken tonight will not necessarily mean that a street Is going in and that a majority seems to want to sec the street completed. In response to Council questions City Planner Rangel stated that the Staff is recommending alternative 2, which is the one off Center Street. This would give a full street and allow the owners to parcel off on to a street if they wanted to subdivide. Inquiries have been made by a variety of people wishing to develop this area, but because this is not on the General Plan they are unable to do so. Councilman GIbsen commented that he will abstain from voting because of tlic plans proximity to his property.
