Ihe City Council of the City of Baldwin Park rnet in regular session in the Council Chambers at 7:00 P.M. The Invocation was given by Councilman Gibson. Girl Scout Troop #606 led the Flag Salute. Hemer, Chief of Police Snowden, City Planner Rangel, Fire Chief McCann, City Librarian Morris, City Treasurer Montenegro, and City Clerk Gair 00- Mayor White read the Proclamation declaring March 10-16 as Girl Scout W^et and presented it to Carrie Allgood and other Girl Scout representatives present. Mayor White read a Resolution of Ccnn^endaticin for Public Service Award for Lee Lucas, Director of Human Services, who recently received the Outstanding Professional of the Year Award from the California Association of Parks and Recreation Comnission and Board Members. It was moved and seconded to approve the Resolution of Commendation Award for Director of Human Services Lee Lucas. M/S/C: McNEILL/KING. There were no objections. Mayor White presented the award to Lee Lucas and Council- members congratulated him on his service and accomplishments 00- City Clerk Gair presented the Consent Calendar: 1. Councilman King ccrTinented that in reference to City Attorney Flandrick's statement, February 6th minutes, page 3) regarding one bid being required for surplus property, that the one bid requirenient does not preclude accepting more than one bid. Councilman McNeill stated that he had been requested to ask that persons speaking at City Council meetings please speak into the microphones so that those sitting in the audience can hear. Also, that the agenda be placed by doors so that they can be picked up as people enter. 00- Mayor White introduced the Public Hearing on ZV-517 An appeal of the Planning Ccnmission's decision to deny a request for a zone variance to allow a second freestand- ing sign which has more than the permitted background sign face area, on property located at 13001 Francisquito Avenue. Initiated by: Atlantic Richfield Ccnpany Continued from February 6, 1985)". City Planner Rangel stated that the request before Council is for consideration of an appeal of the Planning Ccnmission decision to a zone variance to Atlantic Richfield ARCO) to allow a second freestanding sign that has more than the permitted face area. He explained the Municipal Code defini- tion of a sign and the identifying colors that are unique to ARCO. He also pointed out that the striping will cover a portion of the mission tile canopy and lessen the visual effect of the tile/ also a precedent for the future would be established. City Planner Rangel gave a slide presentation of various service stations in the City to demonstrate the signage used. He further explained that Staff believes that there is no justification for the zone variance and recaimends that Council adopt the Findings Of Fact and deny the applicant's request. Mayor White declared the Public Hearing open and invited those wishing to speak to ccme forward. Charles Hicks/ Real Estate representative for ARCO, 300 W. Glen Oaks, Glendale, presented drawings to the Council to point out the multi-colored fascia used by ARCO. He stated that the pump toppers are signs, but that issue is being taken that canopys are freestanding signs. The fascia used is part of the architectural design of the company and he requested they be allowed to put this up. Mayor White declared the Public Hearing closed. Mr. Hicks responded to Council inquiry that he was not sure if the color ccmbination used by ARCO is a registered tradonark. COUNCIL DISCUSSION Councilman McNeill made a notion to defer this item until the next Council Meeting to see what could be worked out and to be fair. Continued from December 19, 1984" City Clerk Gair stated that notice has been published and republished according to the provisions of the Internal Rsvenue Code authorizing a Joint Public Hearing of the City Council and Redevelopnent Agency. A draft copy of the Housing Policies Report is on file in the City Clerk's and Redevelopment Agency's Office. Mayor White declared the Public Hearing Open concerning the approval and publication of the Housing Policies Report. Director of Housing and Econcmic Developnent Hemer explained the recent Federal Legislation which created a requiranent for local mortgage revenue bond issuers to adopt and publish a Housing Policies Report and the delay that was caused by the Treasury Department to revise the report. Staff is recornnendtng that the Council and Agency hold the continued Public Hearing and after the hearing adopt the appropriate Agency Resolution No. 181 and City Resolution No. 85-17. There were none. Mayor White declared the Joint Public Hearing closed. It was moved and seconded to approve the City Resolution No. 85-17, A RESOLUTION OF THE CITY COUNCIL CF THE CITY OF BAUWIN PARK APPROVING HOUSING POLICY REPORT UNDER INTERNAL REVENUE CODE SECTION 103A AND DIRECTING ITS PUBLICATION". M/S/C: GIBSCN/McNEILL. There were no objections. Mayor White recessed the Redevelopment Agency at 8:00 p.m. REPORTS OF OFFICERS, CO^IISSIOJS OR CCmiTTEES Director of Conpunity Services Snith, explained that the Staff Report on processing of moratorium exemption requests was basically the same report as previously presented and he would answer any questions Council might have regarding the requests. Mayor White invited those wishing to request exemption to cone forward. Those persons requesting exemption from the Redevelopment Survey Area because of financial hardship that this would cause due to plan check costs, projects being only a few days from final approval and site not likely to change type of development planned after study is finished were: William Skouros regarding property located at 13905 Corak. Thorns Bruno, of Anaheim Hills Architects, and Gene Tumelo, developer, regarding property at 3188 Baldwin Park Boulevard. Fritz Ehlers regarding property at 4150 Puente Avenue. Mayor White requested a motion to grant an exemption follcwing each request given. No motion was made to grant an exonption to any person present and requesting an exemption. Persons submitting a request but not presenti-ng an oral requests were: Dennis Shwchuk regarding property located at 14245 Garvey Avenue. Eugene Igna regarding property at 12793 Garvey Avenue. No motions were made to grant an exemption for either of the written requests. John Gerard asked for reconsideration of his previous request for an exemption regarding property at 12704 Bess Avenue. One bid was received for the February 20, 1985 bid opening. Staff reccrmends that Council accept this bid. It was moved and seconded to accept the $48,200 for the 4733 Center Street property with the terms as listed, and authorize the City Manager and Attorney to prepare a sales contract and open escrow as soon as possible. M/S/C: KING/IZELL. There were no objections. Director of Housing and Economic Development Hemer explained the proposal received from Mr. Don Taylor concerning City owned property adjacent to 14102-14120 Ramona. Mr. Taylor intends to rehabilitate the existing structure on his property and construct new retail space. The $2.00 per square foot offered for the property is below current estimated market value. The alternative proposal of obtaining the property by easement is not recomnended. Staff recommends declining the proposals suggested for the property. Don Taylor, Baldwin Park, explained the proposals that were made for the City owned property. He stated that the extra square footage is necessary to be able to employ the number of people that he would like to have. He felt there is no advantage in having to cut back. It was moved and seconded to accept the Staff reccninenda- tion and decline the proposals suggested by Mr. Taylor regarding the City cwned property, M/S/C: GIBSON/IZELL. There were no objections. Council discussed the meeting held in Duarte to consider having five divisions in L.A. County for the League of California Cities, Also discussed was the other organiza- tions that Council belongs to and how worthwhile they are. It was felt that perhaps the League could better handle things rather than paying dues to so many different organizations. Council requested that the City Manager evaluate these organizations and recommend where the advantages are to remain and which ones do us the most good to be in. ORAL COMMUNICATIONS Mayor White declared Oral Connunications Open and invited those wishing to speak to come forward, Wayne Fletcher, Businessman, 4129 Maine, requested that the present tw-hour zone on Maine Avenue be charged to 30 minutes to stop people from parking all day in front of businesses. Council responded that this should be resolved through police enforcanent. The proper persons will be notified and if this doesn't help Council will try to work it out another way. Teresa Fuchette, 12912 Dalewod, spoke regarding regulating parking during street sweeping time, posting signs, prohibit- ing alcoholic beverages on property, and abandoned vehicles. The need ror stronger laws and reorganizing Code Enforcement to have better enforcement was suggested. Jerry Real, 13512 Tracy, spoke concerning a new developnent by his property. No notification was received about the development and his block wall is being used as a retaining wall. Director of Community Services will look into this) Bemice Brieva, 13357 Via Venada, spoke regarding rentals lowering the property value of homes. Olga Rascon, 4601 Kenmore Avenue, requested that sewer hookups be made possible on Kenmore Avenue. Walter Martin, 12912 Dalewood, regarding too many people in single apartments, unhealthful conditions in apartments and the apartment owner refusing to do anything. Owner of apartments, 12912 Dalewood, spoke concerning the problems with drinking in public, burglaries and property damage. Also, no assistance from the Dog Po^ind being received.
