Young on his years of service and the distinguished manner in which he has served. REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES Director of Administrative Services Halloway explained that Council is being asked to approve a contract with McGladrey, Hendrickson and Pullcn to perform the annual audit ending June 30, 1985. It is valuable to have the same firm to perform audit because they are familiar with the City's accounting system and City staff time is reduced. It was moved and seconded to approve a contract with McGladrey, Hendrickson and Pullen for the annual audit for the fiscal year 1984-85 in the amount of $55,100. M/S/C: KING/G1BSON. There were no objections. Chief of Police Snowden asked for Council approval to submit an application for a grant to NARCO Fund Advisory Committee for $10,000 in specialized communication's equipment for narcotic enforcement. It was moved and seconded to approve Resolution No. 85-34, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AUTHORIZING APPLICATION FOR A GRANT TO THE NARCO FUND ADVISORY COMMITTEE." M/S/C: KI'NG/McNEILL. There were no objections. oo- Mayor White declared Oral Communications Open and invited those wishing to speak to come forward. Aileen Pinheiro, resident, spoke regarding selling the heritage books, donations for book shelves, the Civic Auditorium, the P.E. car station and an agricultural museum. Howard Chemow, 4157 N. Maine, representing the San Gabriel Valley Investment Co., explained that he was petitioning Council to create a public parking area behind the businesses on Maine Avenue. He felt this area has been neglected and parking is needed for these businesses. He outlined a plan for improving this situation on Cricket Lane and asked Council consideration of this area in light of the future closing of Palm Avenue. City Manager Webb explained the agreement that is already in existence with W A Builders in that area. A letter has been prepared that will explain the situation that exists and it will be forwarded to Mr. Chernow. Council discussed the public parking that is already in existence in the surrounding area and the need to look into possible solutions to the parking situation and the traffic congestion that may occur with Palm Avenue being closed. Patrick Chiu stated that the appeal on CP-418 would be withdrawn out of consideration for Mr. Tomasollo. Mayor White stated that the Planning Commission^ action would stand in regard to CP-418 and the appeal was withdrawn. oo- PUBLIC HEARING ON CP-418 RECONVENED APPEAL WITHDRAWN PLANNING COMMISSION ACTION STANDS It was moved and seconded to recess the regular meeting of the City Council at 7:51 p.m. for the purpose of allowing a combined closed session of the City Council and the Redevelopment Agency. The City Council of the City of Baldwin Park met in a combined closed session with the Redevelopment Agency for the purpose of discussing pending litigation regarding the Baldwin Park Police Officers Association and the City of Baldwin Park at 7:52 p.m. 00- COMBINED CLOSED SESSION OF COUNCIL AND CRA The regular meeting of the City Council reconvened in a combined meeting with the Agency at 9:24 p.m. Roll Call remained the same. oo- COMBINED MEETING RECONVENED AT 9:30 P.M.
