The City Council of the City of Baldwin Park met in adjourned session in the Council Chambers at 7:00 p.m. The adjourned meeting was convened by Mayor White. MEETING CONVENED ROLL CALL PRESENT: COUNCILMEN GIBSON, IZELL KING AND MAYOR WHITE ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Halloway, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Dev. Hemer, Chief of Police Snowden, and Assistant to the City Manager Juleff 00- The absences of Councilman McNeill, City Clerk Gair and City Treasurer Montenegro were automatically excused. 00- It was moved and seconded to adjourn to a Closed Session at 7:05 p.m. to consider labor negotiations. M/S/C: Izell/Gibson. There were no objections. The adjourned meeting of the City Council reconvened at 7:20 p.m. Roll Call remained the same. Mayor White stated that the Council had discussed labor negotiations in Closed Session with two City employee groups. Action will be taken on this later in the meeting, 00- ABENCES EXCUSED CLOSED SESSION AT 7:05 P.M. MEETING RECONVENES MAYOR EXPLAINS CLOSED SESSION Mayor White explained that the purpose of this meeting is for a briefing on the proposed budget and for Council- members to raise questions they might have. If there is time oral presentations by citizens will be allowed. There will be a public hearing on the budget at a later date. City Manager Webb stated that the proposed operating budget for the City is $7,721,000 and the consolidated budget for the City, Redevelopment Agency, Housing Authority, Capital Improvement and all special funds is $21,943,000. The budget includes a proposed housing inspection program, completion of the Walnut Creek Nature Park, commencement of the construction of the Puente/Merced project, use of Prop A funds for instal- lation of bus benches and shelters, completion of the realignment of Maine/Ramona, the senior housing project, and the downtown CRA project. The budget provides for few expenditure reductions, but does not provide sufficient funds for other needs the City has. The housing inspection fee is for a new program which will be undertaken this year. The exact figure for cost savings on magnetic tapes pg 15) is not known at this time, information will be brought back regarding this. The in-house training referred to on page 16 is a continuation of that program. Director of Administrative Services Halloway explained the accounting methods that have been changed for the Workmen's Compensation. Council members asked for more information regarding the request for the mobile communication equipment pg. 29). It was explained that this would make it possible for the Chief of Police to be more available in emergency situa- tions and it would also be available to other officers in an emergency. The range of the mobile radio was discussed and mass purchase of the radios was suggested to obtain the best price. It was also explained that Engineering's radar equipment is housed in P.D. and borrowed back as needed. City Manager Webb stated that the estimated revenue from the house inspection fees is $35,000. An additional code enforcement position is being recommended to handle this program. Council expressed their concern regarding pre- sent code enforcement responsibilities losing emphasis and commented on code violations that are existing in the City. Council would like to discuss the priorities of code enforcement before establishing the new position. Also discussed by Council was the cost of the block shed to be constructed on Joanbridge, what percentage of the General Fund budget salaries represent, and the number of computer terminals requested being the continuation of the replacement program begun last year. Staff clarified the request for hydraulic saws as being replacements for other hydraulic saws and not for gas saws. In response to Councilman Gibson's question. City Manager Webb explained that the increase in the cost for the Ramona Redevelopment Project was largely due to the design and construction of a new community center, which will be partly financed by the West Ramona Project. Council expressed their concern about the need to ex- pand police services and to raise funds to make those services and pay raises possible. They requested public input and alternatives if the people have them. Mayor White recommended that the Council provide for additional revenue to address the needs that were dis- cussed. He directed the City Manager to go back to the drawing board and come up with, what he thinks, is the best answer for the City. It was moved and seconded to approve the 1985-86 labor contract with C.L.O.C.E.A,. M/S/C: Gibson/ Izell. There were no objections. George Lewetag, 4145 Filhurst, asked concerning the approval of tax increases tonight and the City becoming unincorporated and returning to the County to save money. Mary Jean Clancy, 14560 Stella, inquired as to the number of police units the City has and the cost of the mobile radios in the chief's car. Joan Wright, 3915 Grace Ave., asked where the money comes from to build the community center and if these federal funds could have been used for police salaries. Nick Vergot, 4213 Filhurst, commented regarding not being able to hear some of the Council and Staff when they speak. 00- ORAL COMMUNICA- TION OPEN GEORGE LEWETAG MARY JEAN CLANCY JOAN WRIGHT NICK VERGOT Mayor White stated that he senses that the members of the audience are here because of their concerns about increased taxes. He understands their concerns and Council will try to be as considerate as they can about people with low and fixed incomes. The Council does have responsibilities and they must carry them out. They, the Council, will judge as best they know how.
