The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Gibson. Councilman McNeill led the Flag Salute. Mr. Dixon thanked the Council for issuing the proclamation and expressed his hope that the economic demonstration will be successful. Director of Housing and Economic Development Hemer recommended that the City transfer the ownership of City owned property at Ramona Boulevard and La Rica Avenue to the CRA to allow for greater flexibility in the sale of this property. It was moved and seconded to approve the transfer of the City owned property at Ramona Boulevard and La Rica Avenue to the CRA. M/S: GIBSON/McNEILL. Initiated by: Baldwin Park Business Association". Acting Director of Community Services Rangel explained that the Baldwin Park Business Association has requested this code amendment to help people shopping in Baldwin Park and would aid the Police and Fire Departments in the event of an emergency. The Police and Fire Departments have agreed with this and have further requested that all commercial signs include identification in English alphabet and Arabic numerals. Foreign language characters, numbers, logos or symbols would be permitted, but for health and safety reasons the business name would be requested in English alphabet and the address in Arabic numerals. Staff recommends approval, Mayor White declared the Public Hearing Open on AZC-99 and invited those wishing to speak to come forward. Ana Montenegro, 4519 Park Avenue, asked for clarifi- cation on how some foreign names could be translated, because there is no translation for some words. In response to Council discussion of this City Attorney Flandrick stated that a translation is not being required. This is requiring the use of English letters for indentification purposes, the concern is with names and addresses that cannot be indentified. Mayor White declared the Public Hearing closed. It was moved and seconded to approve Ordinance No. 909, AN ORDINANCE OF THE CITY OF BALDWIN PARK MUNICIPAL CODE REQUIRING COMMERCIAL AND INDUSTRIAL ESTABLISHMENTS TO HAVE IDENTIFICATION SIGNS USING THE ENGLISH ALAPHABET AND ARABIC NUMBERS. CASE NO: AZC-99; APPLICANT: BALDWIN PARK CHAMBER OF COMMERCE". M/S/C: MCNEILL/ GIBSON. There were no objections. Mayor White introduced the Public Hearing on 85-V-3 The intent of the City Council to vacate a street easement adjacent to 3164 Vineland Avenue". Acting Director of Community Services Rangel explained that the General Plan adopted in 1979 deleted a proposed extension of Stichman Avenue. Robert Socash has requested that the City initiate vacation proceed- ings. Mayor White declared the Public Hearing open and invited those wishing to speak to come forward. It was moved and seconded to approve Resolution No. 85-79, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ORDERING THE VACATION OF A STREET EASEMENT ADJACENT TO 3164 VINELAND AVENUE 85-V-3)". M/S/C: IZELL/GIBSON. There were no objections. Mayor White introduced the Public Hearing on 85-V-4, The intent of the City Council to vacate a street easement adjacent to 3716, 3736, and 3752 Merced Avenue; 3767 and 3769 Bresee Avenue". Acting Director of Community Services Rangel explained that the General Plan adopted in 1979 deleted a proposed future street at the Merced and Bresee addresses. Mrs. Valencia, 3752 Merced, asked what this was about. Mrs. Perez, 3744 Merced, asked how this would effect her property. Mayor White explained to both ladies that the City will not be building a street and their property is being returned to them. Mayor White declared the Public Hearing closed. It was moved and seconded to approve Resolution No. 85-80, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ORDERING THE VACATION OF A STREET EASEMENT RELATING TO 3716, 3736, 3752 MERCED AVENUE, AND 3767 AND 3769 BRESEE AVENUE 85-V-4)". M/S/C: GIBSON/MCNEILL. There were no objections. Mayor White introduced the Public Hearing on 85-V-5, The intent of the City Council to vacate a street easement adjacent to 13645 Monterey Avenue". Acting Director of Community Services Rangel explained that the General Plan adopted in 1979 does not propose that a future street be constructed in the area east of Monterey. Ross Sanger, owner, has requested that the City initiate vacation proceedings. The property will be returned to the tax roll after completion of vacation proceedings. Mayor White declared the Public Hearing open on 85-V-5 and invited those wishing to speak to come forward. There were none. Mayor White declared the Public Hearing closed. Mayor White introduced the Public Hearing To consider the adoption of an ordinance to award a franchise to United Cable Television Corporation of Los Angeles, Inc. for the construction and operation of a cable television system". City Manager Webb stated the Notice of Public Hearing was published, however, the City and United Cable Television are not prepared to proceed with the hearing Staff recommends that the hearing be continued. M/S/C: I2ELL/GIBSON. There were no objections. Acting Director of Community Services Rangel explained that the abatement process of Code Enforcement has been slow and expensive. He outlined the ways that citation powers would improve Code Enforcement. The policy of voluntary compliance would still be continued. Staff recommends approval. It was moved and seconded to approve authorization for the City Manager or his designee, to grant citation powers to Code Enforcement Officers. M/S/C: MCNEILL/GIBSON. There were no objections. Acting Director of Community Services Rangel stated that the area under consideration abuts the Puente/ Merced Project Area and should be considered for study because its future development can have an impact on this area. Council concurred. It was moved and seconded to approve Resolution No. 85-83, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPOINTING MEMBERS TO THE HUMAN SERVICES COMMISSION OF THE CITY OF BALDWIN PARK". M/S/C: MCNEILL/GIBSON. There were no objections. NEW BUSINESS Councilman McNeill expressed his concern regarding the proposed waste to energy plant in Irwindale. He requested that the Council take an official stand against this facility being built. He felt that there was no reason to encourage or cooperate with this being built because of the added pollution this could bring to our air and water. He asked the Council to take a stand for the community before it is too late. Council discussed the concern they all have regarding this plant and the three other waste to energy plants being considered to be built in the valley. They agreed to wait until the next Council meeting when Mr. Ernesto Perez/ representative from the California Energy Commission, will speak to the Council before they pass a resolution from the Council. Council requested that a resolution be prepared by the next Council meeting for consideration. Mayor White stated that he has been invited to join the committee of thirteen San Gabriel Valley mayors regarding the waste to energy plant. He will join this committee and represent the City. ORAL COMMUNICATIONS Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Roy Test, 15115 Kenoak, spoke regarding the continuing problem he has had with the noise at All Star Auto Parks, and Code Enforcement and the District Attorneys Office not being able to do anything. Council discussed this problem and Mayor White requested that Building Superintendent Dawson be at the next Council meeting with a full report on this case. He invited Mr. Test to be here at that time also. Lisa Keyser, 13645 Rexwood, spoke against the waste to energy plant in Irwindale. Herschel Keyser, 13645 Rexwood, spoke in favor of no parking on City streets at night and the abandoned autos that are on his street. Gilbert Cisneros, 305 San Gabriel River Parkway, spoke against the Utility Users Tax, Ernest Vigil, 3939 Grace, spoke of the need for more traffic tickets for all the parking violations that are continually happening and are being ignored. Don Alesandro, resident, spoke against the new type of street lighting. He felt that better lighting would cut down on crime. Hank Ramey, 14903 Alvine, spoke regarding the State taking away the citizens right to control new taxes. Herschel Keyser, 13645 Rexwood, spoke concerning the City giving consideration to becoming self-insured to cut costs.
