The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. Councilman McNeill led the Flag Salute. INVOCATION FLAG SALUTE ROLL CALL PRESENT: COUNCILMEN GIBSON, IZELL, MCNEILL AND MAYOR WHITE City Manager Webb, ALSO PRESENT: City Attorney Flandrick, Acting Dir. of Admin. Serv. Estrella, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Dev. Hemer, Chief of Police Snowden, City Planner Rangel, Fire Captain Hook, City Librarian Morris, City Treasurer Montenegro, and City Clerk Gair 00- Councilman King's absence was excused. City Clerk Gair presented the Consent Calendar: 1. Approve Minutes of September 18, 1985 2. Waive Further Reading and Adopt RESOLUTION NO. 85-91 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. Deny Claim Against the City Jack Gerritsen 4. Approve Purchase of Mobile Telephone 5. Approve Agreement Burke, Williams & Sorensen 6. Approve Purchase of City Vehicles 7. Approve Budget Adjustment Walnut Creek Nature Park It was moved and seconded to approve the Consent Calendar as presented. M/S/C: GIBSON/MCNEILL. There were no objections. 00- PUBLIC HEARING Mayor White introduced the Public Hearing on 2-454, A request for a change of zone from R-l, Single Family Residential to R-l PD), Single Family Residential Planned Development, for an 18-Unit Single Family development on property located at 4715 and 4719 Center Street. Applicant: Nottingham Ltd.". PUBLIC HEARING OPEN There were none. Mayor White declared the Public Hearing closed. PUBLIC HEARING CLOSED It was moved and seconded to approve Ordinance No. 911, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A CHANGE OF ZONE FROM R-l, SINGLE FAMILY RESIDENTIAL TO R-l PD) SINGLE FAMILY RESIDENTIAL PLANNED DEVELOPMENT OVERLAY ZONE ON APPROXIMATELY 2.5 ACRES; APPLICANT: NOTTINGHAM LTD., CASE NO.: 2-454; LOCATION 4715 & 4719 CENTER STREET)". M/S/C: MCNEILL/GIBSON. There were no objections. It was moved and seconded to approve Resolution No. 85-92, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A DEVELOPMENT PLAN FOR A 18 UNIT SINGLE FAMILY PLANNED DEVELOPMENT APPLICANT: NOTTINGHAM LTD; CASE NO. Z-454; LOCATION: 4715 & 4719 CENTER STREET)". M/S/C: MCNEILL/GIBSON. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS, OR COMMITTEES City Clerk Gair stated that the students recommended to serve on the Human Services Commission for 1985-86 are Velinda Apolinario, Sierra Vista High School and Jeanette Haugen, Baldwin Park High School. It was moved and seconded to approve Resolution No. 85-93, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPOINTING MEMBERS TO THE HUMAN SERVICES COMMISSION OF THE CITY OF BALDWIN PARK". M/S/C: IZELL/GIBSON. There were no objections. 00- ORDINANCE NO. 911 APPROVED FIRST READING) RESOLUTION NO. 85-92 APPROVED STUDENT COMMIS- SIONERS HUMAN SERVICES RESOLUTION NO. 85-93 APPROVED NEW BUSINESS Councilman McNeill told of the meetings that are planned by the Baldwin Park Citizens Against Waste-To-Energy and invited the public to attend. One meeting will be held Friday, October 4th, at 7:30 p.m. in Morgan Park. The second meeting will be on Wednesday, October 30th, at 7:30 p.m. in the Baldwin Park High School Gymnasium. 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Donald Martisuis, resident of Woods Condominiums on Bresee/ spoke regarding the noise at Lucky Market from 10:00 p.m. 6:00 a.m. when deliveries are being made.
