The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. APPROVED At Councilman King's request Chief of Police Snowden ITEM NO. explained that recent California law has been coor- 11 DIS- dinated to allow the forfeiture of narcotics related CUSSED money to cities. Baldwin Park was fortunate to acquire $9,400 worth of this money. The police department will purchase the radio communications equipment and police vehicle Item No. 11) at no cost to the City Councilman King stated that he wanted the public to hear about this and he was sorry that more people were not here. APPROVED Director of Community Services Smith explained that ITEM NO. This resolution can be com- pleted when that date is set. Council discussed the fact that the first meeting in January would fall on New Year's Day. Monday, January 6, 1986 at 7:00 p.m. was agreed upon as the date for the January 1, 1986 meeting to be adjourned to. It was moved and seconded to approve Item No. 10 of the Consent Calendar. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Clerk Gair explained that Martin & Chapman is being recommended as the election supplier for the April 8, 1986 Municipal Election. The election will still use a computer ballot and the ballots will be counted at the West Covina City Hall at a multi-city County Center. A Ballot Inspection Board and Check-In Center will be in our Council Chambers and ballot results will be posted there as the count is received from the Counting Center. It was moved and seconded to approve an agreement with Martin & Chapman Co., as election suppliers, for $7/119.75 for the April 8, 1986 Municipal Election. M/S/C: KING/GIBSON. There were no objections. 00- ORAL COMMUNICATIONS DISCUSSED JANUARY I/ 1986 MEET- ING TO BE HELD JANU- ARY 6,1986 ITEM NO. 10 APPROVED ELECTION SUPPLIER STAFF REPORT ELECTION AGREEMENT APPROVED Mayor White declared Oral Communications Open and invited those wishing to speak to come forward. Roy Test, 15115 Kenoak, spoke regarding his con- tinuing problem with All Star Auto Parts. He explained the noise increase and extra equipment that is being used for work being done outside. He stated that if this property is developed as the Planning Commission has approved it the open part of the business will face the wash and the residential area he lives in. Council discussed this situation and the previous discussions with the District Attorney. Council expressed their concern about the possibility of code violations continuing regarding the outside work and suggested that Staff pursue some ways to suppress the noise. Council asked that more information be brought to them from Staff and possibly Building Superintendent Dawson regarding this problem.
