The City Council of the City of Baldwin Park and the City Council of the City of West Covina met in adjourned joint session at the Howard Johnson Restaurant at 6:30 p.m. The adjourned meeting of the City Council of the City of Baldwin Park was called to order by Mayor White. The adjourned meeting of the City Council of the City of West Covina was called to order by Mayor pro tern Shearer. COUNCILS CALLED TO ORDER 00- Mayor White welcomed all the persons present at the meeting and asked that introductions be made by each person. Representing the City of West Covina were: MAYOR PRO TEM SHEARER, COUNCILMAN CHAPPELL, COUNCILWOMAN MANNERS, CITY MANAGER FAST, AND ASSISTANT CITY CLERK BERRY. Representing the City of Baldwin Park were: MAYOR WHITE, MAYOR PRO TEM IZELL, COUNCILMAN GIBSON, COUNCILMAN KING, COUNCILMAN MCNEILL, CITY MANAGER WEBB, DIRECTOR OF HOUSING & ECONOMIC DEVELOPMENT HEMER, AND CITY CLERK GAIR. Others present were: CHAMBER DIRECTOR HOLLY, TRIBUNE REPORTER ADAMS. WELCOME INTRODUC- TIONS CITY OF WEST COVINA CITY OF BALDWIN PARK GUESTS 00- West Covina City Manager Fast stated that cooperation between communities can bring better service and be cost effective to the communities. Some of the areas cooperation that West Covina is presently envolved in with the City of Covina are sharing of heavy duty equipment, sewer maintenance and fire apparatus mainte- nance for Covina, exchange of battalion officers for fire emergencies, dog patrol for animal control by Co- vina and computer services by West Covina, water meter testing by Covina, personnel training consortium, investments and sign fabrications. Dial-A-Ride services between La Puente and West Covina are being considered. Baldwin Park City Manager Webb explained some areas of cooperation that West Covina and Baldwin Park are engaged in such as the Mid Valley Mental Health program, use of the police gun range by West Covina for qualifying their police officers, the street improvement project at Merced Avenue and Housing Assistance Section 8) by Baldwin Park for about 220 West Covina residents. In the past the two cities have cooperated as a Bond Authority, in a detachment project for West Covina and in opposing the waste-to-energy project proposed in Irwindale. Future areas for possible consideration for cooperation are working toward a rapid transit service directed into the San Gabriel Valley, joint use of cut patch street equipment, grafitti removal equipment, jail facility holding services and taxable bond issues. The need for a back-up facility for data processing for Baldwin Park was mentioned. Both cities have HP computer systems and this could be easily accomplished for the cities in an emergency. Also mentioned was the West Covina ballot counting center being shared by Baldwin Park in April to save computer costs for each. 00- Director of Housing & Economic Development Hemer gave a brief history of the Puente-Merced project. He des- cribed the projected development and the effect of this project on employment in the area. He also described the relocation needed for a few businesses and outlined the funding obtained through a UDAG grant and the expenditures made by the City of Baldwin Park. In response to West Covina Councilwoman Manners' ques- tion, Mr. Hemer responded that the City can proceed with construction before the acquisition of the few business properties that remain to be acquired or relocated. Mayor pro tern Shearer explained that if West Covina begins to make exceptions to their moratorium they become vulnerable to the public. At the hearing held by West Covina no one came from Baldwin Park to say this project was a good idea or to give testi- mony about the project. He asked that Baldwin Park tell them why this project is good for the citizens as a whole, because as a public official he is looking for something that is a good answer to that question. Mayor White explained that Baldwin Park has a morator- ium along the freeway corridor also and the problems associated with that are understood. The City also recognizes that we have been a poor neighbor in the past to West Covina and that the separation of the two cities along the freeway corridor is not clearly identi ftable. If we upgrade Baldwin Park it helps West Covina and vice versa. Hotels and restaurants do not compete they complement. As Baldwin Park upgrades it will be like having a neighbor improve his house and West Covina will be enhanced. Baldwin Park Councilman King stated that he would like to apologize for the City not having a repre- sentative at the hearing in West Covina. He felt that the Puente-Merced project would enhance other developments and be of benefit to West Covina. He would like to see the two cities continue to pur- sue areas of cooperation and hoped there would be other joint meetings, Councilman Gibson stated that the same problem had arisen for Baldwin Park regarding their moratorium exemption requests. Council redesigned the boun- daries of the moratorium area so there could be no exemptions. The redesign of the area was based on deleting areas where it was shown that there was not future development potential for the land. West Covina Councilwoman Manners asked how criti- cal the timing for the Puente-Merced project is to Baldwin Park. Director of Housing & Economic Development Hemer explained that the timing is very critical. The City must look at this as an entire project. The developer will not look at this as a portion of the project. Absent West Covina's approval our City is out of time. Councilman Izell stated that for other than neces- sities like food most Baldwin Park residents spend their sales tax dollar in West Covina. Everytime we develop and upgrade. West Covina benefits from the sales tax more than Baldwin Park does. Councilwoman Manners also commented that she felt that what benefits one benefits the other. Mayor White commented that the freeway corridor is Baldwin Park's chance to upgrade our City. If we can get rid of the bad elements of our City and bring better elements into our City it will be in the best interest of West Covina in the long run. 00- Mayor pro tern Shearer thanked the City of Baldwin Park for being their hosts for this evening. 00- It was moved and seconded to adjourn the joint meeting of the City Council of the City of West Covina at 8:25 p.m. M/S/C: CHAPPELL/MANNERS.
