The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. Councilman McNeill led the Flag salute. Smith/ Dir. of Housing & Economic Development Hemer, Chief of Police Snowden, Fire Chief McCann, City Librarian Kersley, City Treasurer Montenegro, City Clerk Gair 00- ROLL CALL and The absences of Councilman Gibson and Councilman King were excused. 00- PRESENTATIONS AND AWARDS ABSENCES EXCUSED Police Officers Tom Steele, Theodore Espanto, Ronald LeVelle, William Root and John Fallone were intro- duced by Mayor White and a biographical sketch was read about each officer. City Clerk Gair adminis- tered the Oath of Office to the officers. There were no objections, 00- CONSENT CALENDAR ITEMS NO. 1-4 & 6-10 APPROVED REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Manager Webb stated that the amendment to the City/Chamber lease agreement and the agreement with the Historical Society needed to be held over until the next Council meeting so that some of the details can be worked out. Director of Housing and Economic Development Hemer requested an amendment to FY 1985-86 Budget to increase the amount designated for contractual services, construction and construction management for the Public Housing Project, The current amount budgeted is less than the amount to be received by HUD and it is necessary to increase the budget amount from $350,000 to $386/000. It was moved and seconded to approve an amendment to the FY 1985-86 Budget to increase the Public Housing Project to $386,000, which includes funds provided by HUD. M/S/C: IZELL/MCNEILL. There were no objections. Director of Housing and Economic Development Hemer explained that the property under consideration was purchased by the City on behalf of the Baldwin Park Business Development Corporation in 1979. The structure on this property was destroyed by fire and an adjacent structure was damaged. A claim for property damage has been pending for several years. It was moved and seconded to approve the transfer of property from the Baldwin Park Business Deve- lopment Corporation, retire the outstanding loan amd pay the amount of $3/206 to settle the out- standing case against the BPBDC. There were no objections. 00- TRANSFER OF PROPERT APPROVED NEW BUSINESS Mayor White commented on the procedure used by the West Covina City Council regarding public input being accepted concerning Consent Calendar items, The public is allowed to comment on an item if they have requested to speak prior to the coucnil meeting with a written request. He wondered if this Council would be agreeable to considering this being done. Council briefly discussed this procedure and agreed to wait until all the Council is present before making a decision. 00- It was moved and seconded to adjourn the regular meeting of the City Council at 7:25 p.m. M/S/C: MCNEILL/IZELL, There were no objections.
