The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. Councilman McNeill led the Flag Salute. INVOCATION FLAG SALUTE ROLL CALL PRESENT ALSO PRESENT COUNCILMEN GIBSON/ IZELL, KING, MCNEILL AND MAYOR WHITE City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Yelton, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Development Hemer, Chief of Police snowden, City Librarian Kersley, City Treasurer Montenegro, and City Clerk Gair 00- ROLL CALL PRESENTATIONS AND AWARDS Mayor White introduced Donald Jaramillo, Director of the Sierra Vista High School Band, and members of the band. At the request of the Mayor, Mr. Jaramillo told of the numerous awards won by the band and color guard this year. He also stated that Sierra Vista had been declared California State Champions in the Class A Division. Mayor White presented a Certificate of Appreciation to Mr. Jaramillo and the band members and congratulated them for their success and thanked them for the contribution they make to the community. All of the Council expressed their compliments and best wishes for future success to the director and band members. 00- CERTIFI- CATE OF APPRECIA- TION TO S.V.H.S. BAND AND COLOR GUARD City Clerk Gair presented the Consent Calendar: CONSENT CALENDAR 1. 2. Approve Minutes of February 17, 1986 and February 19, 1986 Waive Further Reading and Adopt RESOLUTION NO. 86-9 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. Waive Further Reading and Adopt ORDINANCE NO. 922 AMENDING TITLE 3, CHAPTER 3.32 OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO UTILITY USERS TAX Second Reading) 4. 5. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Manager Webb explained that a lease agreement with the Historical Society is proposed in which the City will sublease the Chamber property to the Historical Society for the purpose of operating a museum. This will be a two year agreement with a ten year extension, subject to a two-thirds vote of the Council. The permits and inspection fees have been waived for the society. Redevelopment Agency funds for $10,000 will be used for the rehabilitation of the building. The Historical Society will be responsible for the remodeling. He outlined the responsibilities of the Historical Society regarding maintenance and liability and recommended that Council authorize execution of the agreement. It was moved and seconded to authorize the execution of the Lease Agreement and Sublease Agreement with the Chamber and the Historical Society. M/S/C: KING/IZELL. Upon the recommendation of the City Attorney Councilman Gibson abstained from voting because he is on the Board of Directors of the Historical Society. City Manager Webb stated that due to recent developments in Washington, D.C. regarding funding the Citywide Side- walk Construction item would be held over indefinitely. 00- UNFINISHED BUSINESS CALENDAR APPROVED LEASE AND SUBLEASE AGREEMENT CHAMBER AND HISTORICAL SOCIETY AGREEMENT APPROVED COUNCILMAN ABSTAINS CITYWIDE SIDEWALK CONSTRUC- TION HELD OVER Mayor White recommended that George Archibeque continue in his appointment as Human Services Commissioner since an anticipated conflict in attendance at the meetings has been removed. There were no objections. 00- NEW BUSINESS HUMAN SERVICES COMMIS- SIONER ARCHIBEQUE Councilman King referred to the delay in funding for sidewalk construction and suggested consideration of possible lowering evaluations to encourage this construction. Council discussed this and the problems with streets with portions of sidewalks and people having to walk in the streets. Councilman Izell commended the police department for removing the abandoned cars in the City. He requested that the problem of large trucks parking on vacant lots be looked into and Duarte's ordinance that controls parking be reviewed. COMMUNI- CATIONS Roy Test, 15115 Kenoak, spoke regarding the trucks ROY parked at All Star and the signs placed to control TEST the parking. He also spoke about his continuing problem with the noise at All Star. Council and staff explained to Mr. Test that every- thing is being done that can be done and as the property is developed this noise problem will be taken care of. Ms. Machleit/ resident, requested assistance in not MS. having a patio cover assesed so high beyond its MACLIGHT actual cost since it could raise property taxes. Director of Community Services Smith stated that he would meet with Ms. Machleit after the meeting regarding this problem* 00- It was moved and seconded to adjourn the regular meeting MEETING of the City Council at 7:47 p.m. M/S/C: KING/MCNEILL.
