There were no objections. 00- CONSENT CALENDAR APPROVED REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES Mayor White asked for a show of hands on how many persons were present regarding the Street Closure at Egil and Mangum, He requested that Council con- sider this item first due to the time that will be needed for tonight's public hearing* Council concurred. Director of Community Services Smith explained that numerous property related damage/ related to traffic accidents prompted the City to install additional street signs, markings and striping in 1982, In response to complaints by residents in 1985 alterna- tive solutions were presented to the Council July 3, 1985 and street closure was selected as the best alternative, since the health and safety of residents was considered to have precedence over the inconven- ience of driving modified routes. He further explained that a one year trial period will soon be over, and because residents have expressed concern regarding the barricade that was installed, staff has completed an early evaluation of the situ- ation. He outlined the alternatives that staff has identified as: 1) removal of the barricade; 2) leave the barricade as a permanent feature; 3) remove the barricade and install Road Bumps", Staff recommended that the closure remain in place. Should the Council wish to consider removal of the barricade, it was recommended that the trial instal- lation of road bumps" as a speed control device be authorized and constructed in place, prior to opening the street. Staff will need to complete additional research and prepare a policy regarding road bump installation for Council adoption before their trial installation. Mayor White declared Oral Communications open on the limited issue of the street closure at Egil and Mangum and invited those wishing to speak to this issue to come forward. Councilmembers expressed their concern that the neighborhood be safe for the residents and also realized that there was an inconvenience in driving other routes due to the barricade. Some Councilmembers felt that the street should be returned to its original condi- tion and that police enforcement control the area. Other Councilmembers felt that consideration should be given to the road bumps to insure the safety of the area and suggested that the research time needed by staff be allowed. It was moved and seconded to leave the barricade in place until such a time as the staff can research, as quickly as possible, road bumps/ and the City Attorney can research the liability and the signage criteria. Tonight's hearing is also to consider an amendment to the Zoning Code related to portions of the freeway corridor and amendments to the City's General Plan related to the Sierra Vista Project area. There were no objections, Mayor White introduced the Public Hearing on AZC-108 to amend the Zoning Code to eliminate hotels and motels as permitted uses with a Conditional Use Permit in certain zones and to establish other restrictions as deemed necessary. City Planner Rangel explained the moratorium that had been placed on construction or expansion of hotels or motels in the City. He further explained the types of hotels and motels that are located within the City and the facilities that the City is primarily concerned with. He stated that staff is recommending some changes to the Zoning Code based on the analysis that has been made. Gilbert Hsu, 1220 Durfee Avenue, El Monte asked to be exempt from the moratorium, because every- thing is set for the Travel Lodge he is developing on Francisquito Avenue. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING THE BALDWIN PARK ZONING CODE WITH REFERENCE TO HOTELS AND MOTELS". M/S/C: KING/MCNEILL. There were no objections. Mayor White introduced the Public Hearing on the intent of the City Council to award a Non- exclusive Franchise for the construction and operation of a Cable Television System to United Cable Television of Baldwin Park, Inc. City Manager Webb explained the Franchise Ordinace that is before the Council and some of the issues that will be necessary to work out relating to this. He recommended that following the Public Hearing the Council grant a nonexclusive contract with adjusments to work out the details on the issues. Mayor White declared the Public Hearing open on the Cable Television System and invited those wishing to speak to come forward. Bill Cullen, Palos Verdes, President of United Cable Television, stated some of the concerns that the cable television company has regarding the negotiations, Hank Ramey, 14903 Alvine Lane, spoke regarding the CATV Ordinance and that it was okay with a few exceptions. Mayor White introduced the Public Hearing on the annual levy and collection of assessments for certain landscaping and lighting in an existing Maintenance District. Mark Martin, 3509 Mangum Street, asked regarding the removal of the barricade on Mangum. Michelle Corboz, 3163 Mangum, spoke regarding accidents on Mangum and cars being stopped. Paul Reyes, 3160 Athol Street, commented on the Sierra Vista Project and the people disagreeing with the project. Mayor White declared Oral Communications Closed. 00- Mayor White declared the regular meeting of the City Council recessed at 12:30 a.m. The meeting was reconvened at 12:35 a.m. Roll Call remained the same. City Attorney Flandrick stated that there was a need for a closed session to instruct staff on issues in pending matters of litigation regarding Baldwin Park vs. Last and Baldwin Park vs. Garrick.
