The City Council of the City of Baldwin Park met in adjourned session in the Council Chambers at 6:00 p.m. I The adjourned meeting was convened by Councilman King. COUNCILMEN IZELL, KING AND MCNEILL ROLL CALL: PRESENT: City Manager Webb, ALSO PRESENT: City Attorney Flandrick/ Dir. of Admin. Serv. Yelton, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Development Hemer, Dir. of Human Services Lucas, Chief of Police Snowden and Deputy City Clerk Cardenas 00- MEETING CONVENED ROLL CALL The absences of Councilman Gibson, Mayor White, City Clerk Gair and City Treasurer Montenegro were excused. ABSENCES EXCUSED 00- City Manager Webb explained that the proposed operating budget for the city is $9,097,806 and the consolidated budget for the City, Redevelop- ment Agency, Housing Authority, Capital Improve- ment and all other special funds is $27,585/112. He also explained the budget includes for a reserve of $536/938 for non-current receivables which will not be available for emergency appropriations. The budget provides for no change in the levels of services and there are no recommended increases in authorized personnel. Council discussed their concern about the declining Federal support for the City program, GRAB and Code Enforcement. They felt these two programs are important to the City in making the City look better and should not allow these programs to downslide. City Manager Webb explained that these two programs are now shown as general City programs and the availability of Federal assistance will be handled as fund tranfers in order to continue with these two programs. BUDGET STUDY SESSION COUNCIL DISCUSSION 00' Mayor White arrived at 6:30 p.m. MAYOR WHITE PRESENT REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES Chief of Police Snowden explained that the City has long been negatively impacted by juvenile gangs. However, additional resources are needed. He continued to explain that the State of California Office of Criminal Justice Planning OCJP) has established a program known as The California Gang Violence Suppression Program, which offers funds available through grants to assist cities in their quest to control and deter gang life. He also explained that the City had prepared and submitted a grant proposal to OCJP for additional resources, in turn was one of only three 3) law enforcement agencies throughout the State to receive approval for application of grant funds, and recommended the Council to approve the acceptance of $58,755 from the State for a Gang Violence Suppression Program. It was moved and seconded to approve Resolution No. 86-42, APPROVING APPLICATION FOR GRANT FUNDS FOR THE CITY OF BALDWIN PARK GANG VIOLENCE SUPPRESSION UNIT AND AUTHORIZING THE EXECUTION OF NECESSARY DOCUMENTS". There were no objections, 00- City Manager Webb stated that due to the liability insurance crises the Chamber of Commerce is unable to meet the requirement of the Baldwin Park School District for liability insurance coverage of one million dollars for the fourth of July fireworks show that the Chamber of Commerce, with agreement of the City of Baldwin Park, schedules as an annual event and recommends City Council to relieve the Chamber of Commerce of the event. RESOLUTION NO. 86-42 APPROVED FOURTH OF JULY FIRE- WORKS SHOW CANCELLED It was moved and seconded of Commerce of the Fourth for Fiscal Year 1986/87. There were no objections. to relieve the Chamber of July Fireworks show M/S/C: KING/IZELL. 00- It was moved and seconded to adjourn the adjourned meeting of the City Council at 6:45 p.m. M/S/C: KING/IZELL.
