The City Council of the City of Baldwin Park met in adjourned regular session in the Gymnasium at 5:00 p.m. The Invocation was given by Councilman Gibson. Councilman King led the Flag Salute. Approve Amendments to the Fiscal Year 1986-87 Budget 2. Approve Refinancing of Section 108 3. Waive Further Reading and Adopt RESOLUTION NO. 86-46 ESTABLISHING A CLASSIFICATION PLAN FOR THE CITY'S CLASSIFIED AND UNCLASSIFIED SERVICE POSITIONS It was moved and seconded to approve the Consent Calendar as presented. There were no objections. 00- JOINT MEETING AND JOINT PUBLIC HEARING Mayor White stated that the joint meetings of the City Council and Community Redevelopment Agency were called to order. He further stated that the joint public hearing on the Sierra Vista Redevelopment Project is reopened, The hearing was left open for taxing entity informa- tion, a staff report and for public comment on the limited issue of proposed changes in the Plan, only. ROLL CALL: AYES: KING, GIBSON, MCNEILL, MAYOR WHITE NOES: NONE____________________________ ABSTAIN: IZELL_____________________________ ABSENT: NONE ROLL CALL VOTE ORDINANCE NO. 947 APPROVED FIRST READING) 00- Mayor White recessed the regular meeting of the City Council at 8:04 p.m. Mayor White declared the meeting in session at 8:20 p.m. Roll Call remained the same. 00- Director of Administrative Services Yelton explained the proposal for Liabilty Insurance from the Indepen- dent Cities Risk Management Association. He outlined the Certificates of Participation Program, the cost for participation in the ICRMA Program, and the pos- sible additional costs that may be assessed. He further explained that if the City decides not to join ICRMA that there are only a limited number of near-term options available. The City appears to have three avenues to choose from, none of which is entirely attractive. It was moved and seconded to approve Resolution No. 86-47, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK TO JOIN WITH CERTAIN OTHER CITIES FOR INSURANCE AND RISK MANAGEMENT PURPOSES". M/S/C: KING/MCNEILL. There were no objections. It was moved and seconded to approve Resolution No. 86-48, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK TO APPOINT SPECIFIC REPRESEN- TATIVES TO THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY". Hank Ramey, 14903 Alvine Lane, Spoke regarding the actions taken by this Council, the Sierra Vista project being unamerican and ending up in court, and councilpersons who will remain on the council in a year. Art Luna/ 12849 Ledford Street, requested that a professional interpreter be used at the council meetings. Bess Jenkins, 13056 Amar Road, asked about how boundaries could be changed or amended in the project area and people needing to take advan- tage of the courses that are available to learn to speak English. Mark Martin, 3509 Mangum, spoke regarding the actions of persons listening to speakers. Justina Ramirez, 4924 Wimmer, asked about the future of the Alpha Beta Shopping Center. 00- It was moved and seconded to adjourn the adjourned regular meeting of the City Council at 8:40 p.m. M/S/C: KING/MCNEILL.
