COUNCIL OF CITY HALL, WEDNESDAY, The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Gibson. Director of Housing and Economic Development Hemer led the Flag Salute. Director of Community Services Smith explained that an exterior inspection of the dwelling units on the Garvey Avenue property first occurred in September of 1984 which was the result of an inspection of adjacent property. An inspection warrant was secured to obtain access to the interiors of the dwellings and correction work was found to be nec- cessary. A hearing was held in May and the property declared a public nuisance and abatement of defective condi- tions was ordered. An appeal of this matter was filed in June by Mr, Saltzman. Director of Community Services Smith outlined the corrective work that was required and stated that staff is recommending that this appeal be denied. Mayor White declared the Public Hearing open on the appeal regarding the Garvey Avenue properrty and invited those wishing to speak to come forward. William Saltzman, 14325 Garvey Avenue, explained to the Council that all eighteen of the health violations have been corrected and presented a health inspection letter confirming this. He also explained the many other areas that have been corrected or are in the process of being corrected. Mr. Saltzman answered several questions that the Mayor asked about the property and the repairs, He requested that this property not be declared a Public Nusiance and that he be allowed the time to bring everything into compliance. Council discussed the repairs and the time frame that would be needed to complete this work pro- perly with the Director of Community Services and Mr. Saltzman. Council expressed their concern that the proper permits have not been taken out to do work that has already been completed. They explained to Mr. Saltzman that this should be done immediately, Council agreed that Mr. Saltzman be allowed 90 days to complete the required corrective work and continued the Public Hearing on this matter until October 2, 1986. 00- REPORTS OF OFFICERS, COMMISSIONS, AND COMMITTEES City Manager Webb explained that the salary resolu- tion before Council is for four confidential emplo- yees and represents a 4.40% rate increase. It was moved and seconded to approve Resolution No. 86-50, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADOPTING A BASIC SALARY PLAN CLASSIFIED SERVICE MISCELLANEOUS CONFIDEN- TIAL). M/S/C: KING/GIBSON. There were no objections. Mayor White declared the Redevelopment Agency in session at 7:47 p.m. It was moved and seconded to adjourn to a Closed Session at 7:47 p.m. M/S/C: KING/MCNEILL. There were no objections. The Council and Agency were reconvened at 8:00 p.m Roll Call remained the same. Mayor White stated that in Closed Session instruc- tions were issued to staff and no action was taken 00 ORAL COMMUNICATIONS CLOSED SESSION REQUIRED AGENCY IN SESSION 7:47 P.M. CLOSED SESSION 7:47 P.M. RECONVENED 8:00 P.M. NO ACTION TAKEN Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Hank Ramey, 14903 Alvine Lane, spoke regarding the anniversary of the Statue of Liberty, the second reading of the Sierra Vista Redevelopment Project Ordinance, the court system in this country, referendums, and the people not liking the redeve- lopment project. Lorin Lovejoy, 12749 Torch Street, spoke regarding the advisory committee for the Sierra Vista Redeve- lopment Project, the people not being fully advised of their rights regarding this committee, not being allowed to vote on the project, and the funding of the video for the project. Frank Ramirez, 4924 Wimmer, spoke concerning the agreement between the City and the School District regarding the Sierra Vista Redevelopment Project. Art Luna, 12849 Ledford, expressed a complaint about the way he was treated by the Chief of Police at the June 26th council meeting, he felt he deserved an apology. He also requested information regarding the Capital Improvement Program and the procedures used in making inspections on re-roofing of homes. Anthony Bejarano, 3543 Big Dalton, spoke regarding the minutes of the meetings of the School District and the City. Mery Ann Huetinck, 13059 Amar Road, thanked the police for the dismantled cars that had been removed from her neighborhood.
