The City Council of the City of
Baldwin Park met in adjourned regular
session in the Council Chambers
at 7:00 p.m.
ROLL CALL PRESENT: COUNCILMEN GIBSON, KING,
IZELL, MCNEILL AND MAYOR WHITE

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Clerk Gair stated that a referendum petition had
been filed with the City clerk's Office on August 1,
1986. This petition was against Ordinance No. 947,
which adopted the redevelopment plan for the Sierra
Vista Redevelopment Project. The required number of
signatures necessary was 1/471 which is 10% of the
registered voters of the City.
On August 4, 1986 the services of the Los Angeles
County Registrar-Recorder were requested to verify the
signatures on the referendum petition. The petition
was returned to the City Clerk on August 7, 1986 with
the following results:
Number of signatures submitted 2,560
Number of signatures verified examined) 2,560
a. Number of signatures qualified 2,057
b. Number of signatures not qualified 503
1. Number of duplicate signatures 34
The referendum petition is therefore sufficient with 2,057
signatures qualified and Ordinance No. 947 is suspended
until the Ordinance is repealed by either Council action
tonight or an election is held.
It was moved and seconded to approve Resolution No.
86-76, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK, CALIFORNIA REQUESTING THE BOARD OF SUPER-
VISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A
SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 4,
1986, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD
ON THE DATE PURSUANT TO SECTION 23302 OF THE ELECTIONS
CODE" and Resolution No. 86-77, A RESOLUTION OF THE
CITY OF BALDWIN PARK, CALIFORNIA, ORDERING, CALLING,
PROVIDING FOR AND GIVING NOTICE OF A SPECIAL ELECTION
TO BE HELD IN SAID CITY ON NOVEMBER 4, 1986, FOR THE
PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF
SAID CITY AN ORDINANCE RELATING TO THE ADOPTION OF A
REDEVELOPMENT PLAN FOR THE SIERRA VISTA REDEVELOPMENT
PROJECT FOR THE CITY OF BALDWIN PARK AND CONSOLIDATING
SAID ELECTION WITH THE STATEWIDE GENERAL ELECTION TO

City Manager Webb explained that approval of a contract
for audit services with McGladrey Hendrickson & Pullen
for the City was needed at this time. A clarification
in the proposal has been made and a reduction in the
original proposal. This envolves a cost of living
increase for the City with additional charges to the
CRA for extra services.
