The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Gibson. INVOCATION The Flag Salute was given by Councilman Izell. APPROVED Councilman McNeill asked if the Code Enforcement Officers will have special training in issuing citations Director of Community Services Smith explained that the Code Enforcement Officers have completed several program courses including training from the Police Department. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES It was moved and seconded to approve the designation of Councilman McNeill as the voting delegate and Councilman King as the voting alternate to the League of California Cities Annual Conference. M/S/C: IZELL/MCNEILL* There were no objections. 00 LEAGUE VOTING DELEGATE AND ALTERNATE APPROVED PUBLIC HEARING Mayor White introduced the Public Hearing on the Extension of Building Moratorium for the Amar Road Area". Director of Community Services Smith explained that in July the City Council adopted a moratorium prohibiting any new construction or reconstruction with certain exceptions and that the initial period of the emergency measure was 45 days and will expire on August 30, 1986. He further explained that an analysis is being considered regarding a proposal to amend the General Plan Land Use Element and a zone change. This item was heard by the Planning Commission on August 13, 1986 and continued to August 27,1986 and that an extension of the moratorium appears to be needed until the effective date of any zone change action the Commission recommends and City Council may wish to approve. Therefore staff recommends that the City Council adopt an ordinance extending the moratorium for a 10 1/2 month period. Mayor White declared the Public Hearing open on the Extension of Building Moratorium for the Amar Road Area", and invited those wishing to speak to come forward* Linda Millard, 13056 Amar Road, requested Council to extend the moratorium until such time that this issue can be settled. Councilman Gibson asked for clarification of the difference between the two project areas, Amar Road Project Area and Sierra Vista Revedelopment Area. Director of Housing and Economic Development Hemer explained that the Sierra Vista Redevelopment Project extension expired in the middle part of July 1986 and was not extended and does not currently exist. During that time certain zoning changes were proposed and adopted by Council, The zoning code changes effected several different areas throughout the City, Whereas, the Amar Road project area is a restricted area dealing only with certain areas south of the San Bernardino freeway. Generally in the neighborhood of Amar Road, It was moved and seconded to approve Ordinance No. 951, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK IMPOSING A MORATORIUM ON CERTAIN PORTIONS OF PROPERTY WITHIN THE CITY URGENCY MEASURE)". M/S/C: KING/GIBSON. There were no objections. 00- NEW BUSINESS PUBLIC HEARING CLOSED COUNCIL DISCUSSION ORDINANCE NO. 951 URGENCY MEASURE APPROVED Councilman McNeill inquired about the establishment of the 5 year general plan and felt that the general plan needed to be restudied and updated. He asked that the City Manager look into this and report back to Council by the next regular scheduled council meeting. City Manager Webb stated that he would like the opportunity to get together with staff and then get back to Council. 00- Mayor White declared Oral Communications open and invited those wishing to speak to come forward. ORAL COMMUNICA- TIONS OPEN There were none. Mayor White declared Oral Communications closed. 00- It was moved and seconded to adjourn the Regular Meeting of the City Council at 7:25 p.m. to Wednesday, August 27, 1986 at 6:00 p.m. in the Council Chambers.
