The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. The Flag Salute was led by Ed Clancy, a resident of the City INVOCATION FLAG SALUTE ROLL CALL PRESENT: COUNCILMEN GIBSON, IZELL, KING AND MAYOR WHITE ROLL CALL ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Yelton, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Development Hemer, Chief of Police Snowden, City Planner Rangle, City Treasurer Montenegro, and City Clerk Gair 00- The absence of Councilman McNeill was excused. ABSENCE EXCUSED 00- Ed Clancy, resident of the City, presented an award AWARDS to the American Legion, Post 241, from Senator PRESENTED Montoya in recognition of the Sons of the Legion" TO THE and the work that they did in raising money to SONS OF assist a family with the funeral costs for their THE child and in helping the family to find a home. LEGION" Gilbert Luna, Commander of Post 241, accepted the award and thanked Mr. Clancy for presenting this to the Sons of the Legion". Councilman Gibson presented certificates to the members of the Sons of the Legion" and recognized them for participating in a program that benefited others through their actions. 00- City Clerk Gair presented the Consent Calendar: CONSENT CALENDAR 1. Award Contract Service Agreement for Senior Citizen Building Parking Lot 6. Waive Further Reading and Adopt RESOLUTION NO. 86-88 AUTHORIZING THE DESTRUCTION OF CERTAIN RECORDS 7. Revision of Commercial Loan Program It was moved and seconded to approve the Consent Calendar as presented. M/S/C: GIBSON/KING. There were no objections. 00- Mayor White introduced the Public Hearing on AGP-73, A Lloyd and Marguerite Riggs initiated request to consider an amendment to the General Plan of the General Plan of the City of Baldwin Park for the deletion/ realignment, or other alteration of a future street as the City Council deems necessary. Said street lies in the 4400 block of Walnut Avenue and connects Walnut and Kenmore Avenue". City Planner Rangel stated that this application requests the deletion of a portion of a future street, Kenmore Avenue. The current designation connects Kenmore Avenue to Ohio Street on the north and Walnut Street on the west. Staff does not feel that the future street is needed to provide adequate circulation. Emergency vehicle response time would not be significantly increased by the street ending in a cul-de-sac. Staff recom- mends deletion of that portion of Kenmore Avenue. Councilman King expressed his concern regarding the street ending in a cul-de-sac and this effecting the reponse time of the fire department and also regarding the turning radius that this type of street would allow. He requested that this item be held over until the fire department is consulted and the chief of police looks into the possibility of traffic tie-ups. Council and staff concurred. Mayor White stated that AGP-73 would be held over until the next City Council meeting, Mayor White introduced the, Public Hearing and Approval of Grantee Performance Report GPR) llth Year Community Block Grant CDBG) Program". Director of Housing and Economic Development Hemer explained that annually, the City receives a grant from the U.S. Department of Housing and Urban Development HUD) to carry out activities benefitting the low and moderate income persons and to eliminate blighted conditions in the City. A Public Hearing is necessary prior to submitting an approved GPR to HUD. Mayor White declared the Public Hearing open on the approval of the GPR for the llth Year CDBG Program of the City and invited those wishing to speak to come forward. There were none. Mayor White declared the Public Hearing closed. Staff has met with representatives of the utility compa- nies in order to establish potential Undergrounding Districts. The Public Utilities Commission has allocated funds to the City and approximately $70/000 would be expended for the Puente Avenue utilities. He further explained that the proposed undergrounding will be at no cost to the adjacent property owners and the relocation of utility poles, due to widening the street, will be credited against the cost of the District. Council is requested to adopt a Resolution of Intent and authorize the establishment of a Public Hearing on October 1, 1986 for authorization of an Underground Utility District. It was moved and seconded to approve Resolution No. 86-89, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK CALLING A PUBLIC HEARING TO DETERMINE WHETHER PUBLIC NECESSITY, HEALTH, SAFETY, OR WELFARE REQUIRES THE FORMATION OF AN UNDERGROUND UTILITY DISTRICT ALONG PUENTE AVENUE DISTRICT 6)". M/S/C: IZELL/KING. There were no objections. Chief of Police Snowden requested that the City Council support the Los Angeles County District Attorney's new proactive program against street dealers by passing a special resolution. He explained the current practices in dealing with drug dealers and the new program that the District Attorney is promoting. It was moved and seconded to approve Resolution No. 86-90, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ENDORSING A PROGRAM BY LOS ANGELES COUNTY DISTRICT ATTORNEY IRA REINER DIRECTED TOWARDS STREET DRUG DEALERS". M/S/C: KING/GIBSON. There were no objections. At the request of Councilman Gibson, Chief of Police Snowden explained the Campaign Against Marijuana Planting CAMP) Program that the police department is participating in with other police departments in Northern California. Police officers attend a two week program and survey the land area from a heli- copter to find areas where marijuana is being grown. Officers assist in physically destroying the plants after they are discovered. 00- NEW BUSINESS UNDERGROUND UTILITY DISTRICT STAFF REPORT SMITH RESOLUTION OF INTENT FOR A PUBLIC HEARING OCT. 1ST REQUESTED RESOLUTION NO. 86-89 APPROVED CRACKDOWN ON DRUG DEALERS STAFF REPORT SNOWDEN RESOLUTION NO. 86-90 APPROVED CAMPAIGN AGAINST MARIJUANA PLANTING CAMP) PROGRAM EXPLAINED City Manager Webb explained the need to designate voting and alternate voting delegates for the annual Congress of Cities meeting for November 29 December 3, 1986. Council agreed that Councilman King would be the voting delegate and Mayor White the alternate. ORAL COMMUNI CATIONS OPEN Carmen Ramirez, 14126 Ohio Street, spoke regarding CARMEN RAMIREZ DISCUSSION soccer teams not being allowed to use school facilities. Council discussed this situation with Director of Human Services Lucas. He explained the present situation to the Council and the work that Parks and Recreation is doing to try to form a Baldwin Park Soccer League. Council recommended that Ms. Ramirez contact Mr. Lucas after he has conferred with staff from the school district. Frank Ramirez, 4924 Wimmer, inquired about the contract between the City and the school district regarding the use of facilities by Parks and Recreation. FRANK RAMIREZ Anthony Bejarano, Big Balton Avenue, asked about the length of time that has been spent trying to organize teams into a Baldwin Park Soccer League.
