The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. The Flag Salute was led by Councilman King. He stated that she has a degree from U.C.L.A. and a Masters Degree from Cal State Fullerton. She was previously employed by the City of West Covina prior to coining to the City of Baldwin Park. Council and Staff welcomed her to the City. 00- Mayor White introduced the Public Hearing, an appeal, on Case No. 84-Z-1029, William Saltzman 14325 Garvey Avenue Continued from July 2, 1986). Acting City Manager Smith explained that Mr. Saltzman is currently in the process of complying with the City's request to complete the required corrective work. Mr. Saltzman has been given 30 days for completion of the work. Staff will report back to the Council at the next Council meeting on this matter. Staff recommended that the Public Hearing on Z-461 & 2V-542; Z-463 & ZV-548 be opened and continued to the City Council meeting of November 5, 1986, due to a request from Regency Outdoor Advertising for this change in date. Mayor White declared the Public Hearing on Z-461 & ZV-542; Z-463 & ZV-548 open and continued to November 5, 1986. Mayor White introduced the Public Hearing on AGP-73 Continued from September 17, 1986), A Lloyd and Marguerite Riggs initiated request to consider an amendment to the General Plan of the City of Baldwin Park for the deletion, realignment, or other altera- tion of a future street as the City Council deems necessary. Said street lies in the 4400 block of Walnut Avenue and connects Walnut and Kenmore Avenue". City Planner Rangle explained that the owners of the property at 4418 Walnut have initiated this request for deletion of a portion of a future street so that their property could be developed without having to dedicate 60 feet for the street. He also explained that staff does not feel that this portion is needed in order to provide adequate circulation to this neighborhood. Emergency vehicle response time would not be significantly effected if Kenmore Avenue ends in a cul-de-sac and a drainage easement could be pro- vided to carry storm and nuisance water west and south. Mayor White declared the Public Hearing open on AGP-73 and invited those wishing to speak to come forward, There were none. Mayor White declared the Public Hearing closed. It was moved and seconded to approve Resolution No. 86-93, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING AN AMENDMENT TO THE CIRCU- LATION ELEMENT OF THE GENERAL PLAN DELETING A PORTION OF KENMORE AVENUE BETWEEN OHIO STREET AND LOS ANGELES STREET, FUTURE STREET 13 CASE NO. Acting City Manager Smith explained the procedures that are necessary for the creation of an underground utility district and the funding that would be used to to complete this project. If a Resolution is adopted, after the public hearing, the respective utility companies will budget this proposed project for 1986-87 fiscal year. Mayor White declared the Public Hearing open on District #6 and invited those wishing to speak to come forward. There were none. Mayor White declared the Public Hearing Closed. It was moved and seconded to approve Resolution No. 86-94, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DECLARING ITS INTENTION TO ESTABLISH UNDERGROUND UTILITY DISTRICT 6". M/S/C: KING/IZELL. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS & COMMITTEES Acting City Manager Smith explained that Pacific Waste Management has met the October 1 deadline set by the California Energy Commission CEC) for their final submittal. The Air Quality District will be be reviewing this material to verify the claimed emission reductions and their compliance with Dis- trict rules. Challenges to some of the offset claims have already been filed with SCAQMD by oppo- nets of the project. He also explained the revision in the implementation plans and outlined what the two phase plan would include. Staff is recommending that the City rein- force with Websters its intent that refuse from Baldwin Park not be disposed of at the Pacific Waste Management proposed project site and that future contracts with refuse service providers contain provisions regulating the disposal site. The waste-to-energy status report was accepted and filed by the City Council. Acting City Manager Smith stated that there is an ongoing problem in cities with private owners parking their cars with For Sale" signs posted on them while parked in public and private parking lots. After contacting several cities and reviewing their ordinances, staff is recommending that an ordinance be adopted to handle enforcement of this violation through the issuance of citations to offenders.
