The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. City Planner Rangle explained that this request is a result of the Reynolds Aluminum Recycling Company's Reverse Vending Machine Program which makes recycling more convenient to the general public. The zoning code should be amended to allow aluminun can recy- cling machines in certain zones in conjunction with larger markets, with a conditional use permit. Requiring a conditional use permit would be the means by which the City could regulate the location, size, signage and require other conditions for recycling machines. Allowing recycling machines will conserve natural resources and reduce litter. In response to questions from Council, City Planner Rangle responded that the CUP will assist in the control of traffic in commercial areas and hours of operation. He also stated that trash receptacles will be placed by the machines to avoid areas being littered by the bags that people might carry cans in. Mayor White declared the Public Hearing open and invited those wishing to speak to come forward. There were none. Mayor White declared the Public Hearing Closed. It was moved and seconded to approve Ordinance No. 953, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A ZONING CODE AMENDMENT ALLOWING ALUMINUM RECYCLING MACHINES IN THE FC, C-2, CM, AND 1C ZONES IN CONJUNCTION WITH A GROCERY MARKET APPLICANT: CITY OF BALDWIN PARK: CASE NO. AZC-110)" M/S/C: IZELL/GIBSON. There were no objections. 00- PUBLIC HEARING AZC-110 INTRODUCED STAFF REPORT RANGLE DISCUSSION PUBLIC HEARING OPEN NONE CLOSED ORDINANCE NO. 953 APPROVED ORAL COMMUNICATIONS Mayor White declared Oral Communications open and invited those wishing to speak on any subject to come forward. Ms. Ramirez, resident, representing Club Mexico spoke concerning the permits required by the City and/or school district for school facility use. Council discussed the permit process and contract between th City and the school district with Ms. Ramirez and Director of Human Services Lucas. They also discussed the problems related to use of school fields by organizations not sponsored by the City. Mr. Lucas was directed to meet with the school district and try to work out a solution to Club Mexico's problems regarding playing fields for this season. ORAL COMMUNICA- TIONS OPEN MS. Harry Medkiff, businessman and resident, read an appeal to the the City Council from the Chamber of Commerce requesting the Council to go on record as officially approving the elimination of the 4% Utility Tax if the voters approve the Sierra Vista Redevelopment Project on November 4th, and when the project is developed to such an extent that additional revenues collected equal those generated by the Utility Tax. Council discussed the reduction of the Utility Tax that had already been made from 5% to 4%, the need for revenues to off-set low sales taxes, and their desire to continue to reduce the tax and eventually eliminate it, It was moved and seconded that, As soon as revenues anticipated from developing retail estab- lishments makes it possible, this Council will act immediately to eliminate the Utility Tax". Humberto Montenegro, 4519 Park, representing the Marine Corps League and as a life time member of the VFW, extended an invitation to the Council and City employees to attend the Retirement of the American Flag ceremonies on November 8th at 11:00 a.m. at the Baldwin Park VFW Hall, Post 97. 00- It was moved and seconded to adjourn the regular meeting of the City Council at 7:40 p.m. M/S/C: KING/GIBSON.
