The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by City Clerk Gair. The Flag Salute was led by Chief of Police Hoskin. INVOCATION FLAG SALUTE ROLL CALL PRESENT: COUNCILMEN KING, MCNEILL, ROLL CALL MAYOR PRO TEM GIBSON City Manager Webb, ALSO PRESENT: Dir. of Admin. Serv. Yelton, Dir. of Community Serv. Smith, Dir. of Housing & Economic Development Hemer, Chief of Police Hoskin, and City Clerk Gair 00- The absences of Mayor White and Councilman Izell ABSENCES were excused. EXCUSED 00- Police Officer Christopher Carlos was introduced by Chief of Police Hoskin and given the Oath of Office by City Clerk Gair. Councilmembers congratulated Officer Carlos and welcomed him to the City. 00- City Clerk Gair presented the Consent Calendar: OATH OF OFFICE POLICE OFFICER CONSENT CALENDAR 1. Approve Minutes of November 5, 1986 PULLED) 2. Waive Further Reading and Adopt RESOLUTION NO. 86-106 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. Deny Claim Against the City Ernie Chacon Abel Figueroa Juan Limon 4. Waive Further Reading and Adopt RESOLUTION NO. 86-107 AMENDING BAIL SCHEDULE FOR VEHICULAR REGULATION VIOLATIONS It was moved and seconded to approve Items No. 2-4 of the Consent Calendar. M/S/C: KING/MCNEILL. There were no objections. They gave a brief history of the founding of the city from 1853 1887 and the events that coincided with the many dates. They also explained the basis of their research and made no specific recommendation for choosing one of the dates. Council concurred DECISION DELAYED City Clerk Gair presented the results of the signature verification from the Los Angeles County Registrar- Recorder's Office regarding the recall petitions that were submitted in October. The number of signatures necessary to qualify each petition was 2,899. Recall petitions were submitted against Mayor White and Councilmen King and McNeill. She explained the number of signatures submitted, the number examined, the number not qualified and the number qualified for each petition. Over 3,000 signatures qualifed for each petition making each petition sufficient. It was moved and seconded to accept the results of of the signature verification of the Los Angeles County Registrar-Recorder's Office and approve the certification of those results given by the City Clerk. City Clerk Gair also stated that Council will need to call a special election for the recall at the December 17th Council Meeting. 00- ORAL COMMUNICATIONS RESULTS OF SIGNA- TURE VERI- FICATION STAFF REPORT RESULTS OF SIGNATURE VERIFICA- TION APPROVED RECALL ELECTION DATE Mayor pro tern Gibson declared Oral Communications open and invited those wishing to speak to come forward. Carmen Ramirez, representing Club Mexico Soccer, spoke regarding the list of requirements and fees that she has received for use of a field to play soccer. She asked for assistance in having those fees waived. Council asked for a list of the charges so that they could have a better understanding of what is being asked of them. Mayor pro tern Gibson declared Oral Communications closed. 00- It was moved and seconded to adjourn the regular meeting of the City Council at 7:40 p.m, M/S/C: KING/MCNEILL. There were no objections.
