The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.
The Flag Salute was led by Councilman Izell.

Mayor White stated that only the business necessary
to be conducted tonight would be conducted. All other
matters on the agenda would be continued to another
meeting in honor of the memory of Councilman McNeill
who died on Monday.

All Items on the Consent Calendar were held over to
Thursday, December 18, 1986.

Mayor White introduced the Public Hearing on Z-464,
A request for a zone change from R-l Single Family
Residential) to R-l PD) Single Family Residential
Planned Development Overlay Zone), approval of a
Development Plan for a 38 unit single family planned
development and approval of a tentative tract map for
a 39 lot subdivision/ located at 12845, 12855 & 12867
E. Salisbury Street; Applicant: Alexander/Catania".
Mayor White declared the Public Hearing open on Z-464
and continued the hearing to Wednesday, January 7, 1987

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Clerk Gair explained that the approval of the
signature verification on December 3, 1986 for three
recall petitions requires thafcs.the City Council now
approve resolutions that will approve a Special
Municipal Election to be called. It was recommended
that the special election be held on Tuesday, March 31,
1987. This date is within the 88 to 125 days allowed
by the Election Code and is the best day at that time
for Martin & Chapman to conduct the election.
Mayor White asked if there was any objection by
a representative of the recall committee regarding
the March 31st election date. Mr. Herschel Keyser,
representative, stated that there was no objection.
It was moved and seconded to approve Resolution No.
86-112, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BALDWIN PARK, CALIFORNIA, CALLING AND GIVING NOTICE
OF THE HOLDING OF A SPECIAL MUNICIPAL ELECTION ON
PUBLIC

86-113, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK, CALIFORNIA, REQUESTING THE
BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES
TO RENDER SPECIFIED SERVICES TO THE CITY RELATING
TO THE CONDUCT OF A SPECIAL MUNICIPAL ELECTION TO
BE HELD IN SAID CITY ON TUESDAY, MARCH, 31, 1987.
M/S/C: KING/GIBSON. There were no objections.
It was moved and seconded to approve Resolution No.
86-114, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK, CALIFORNIA, PROVIDING FOR
THE FILING OF REBUTTAL ARGUMENTS FOR CITY MEASURES
SUBMITTED AT CITY ELECTIONS". M/S/C: KING/GIBSON.
There were no objections.

Reverend Jim Lanier, Pastor, First Baptist Church of
Baldwin Park gave a brief eulogy about Councilman
Robert Bob" McNeill who died December 15th.

It was moved and seconded to adjourn the Regular Meet-
ing of the City Council and the Regular Meeting of
the Community Redevelopment Agency and the Regular
Meeting of the Housing Authority at 7:12 p.m., in
honor of the memory of Councilman Robert H. McNeill,
to adjourned regular meetings on Thursday, December
18, 1986, AT 5:00 P.M. M/S/C: KING/GIBSON. There
were no objections.
