The City Council of the City of Baldwin Park met in adjourned regular session in the Council Chambers at 5:00 p.m. The Invocation was given by Councilman Izell. The Flag Salute was led by Councilman King. CONSENT CALENDAR ITEMS NO. 1-6 & 8 APPROVED 00- JOINT PUBLIC HEARING Mayor White convened the regular meeting of the Community Redevelopment Agency with the City Council meeting for the purpose of conducting a Joint Public Hearing at 5:10 p.m. Mayor White introduced the Joint Public Hearing regarding the Central Business District Redeve- lopment Project Tax Allocation And Refunding Bonds, 1986 Series" and asked staff for a summary of the project and its proposed financing. Director of Housing and Economic Development Hemer explained that action had been taken at an earlier meeting towards the issuance of tax allocation bonds for the Central Business District Redevelop- ment Project. He outlined how the proceeds of the bonds will be used and how they will be repaid and secured by tax increment generated in the project area. He further explained the three resolutions that the Council and the Agency is requested to approve relating to refinancing and financing of a portion of the project, the issuance of the bonds and an Escrow Agreement, and the award of the sale of the bonds. Staff recommends approval of the three resolutions. Mayor White declared the Public Hearing open on the Central Business District Redevelopment Project Tax Allocation and Refunding Bonds, 1986 Series, and invited those wishing to speak to come forward. There were none. Mayor White declared the Public Hearing Closed. It was moved and seconded to approve Resolution No. 86-115, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING REFINANCING AND FINANCING OF A PORTION OF THE CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT BY THE BALDWIN PARK REDEVELOPMENT AGENCY". It was moved and seconded to approve Agency Resolution No. 217, RESOLUTION OF THE BALDWIN PARK REDEVELOPMENT AGENCY APPROVING THE ISSUANCE OF ITS CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT TAX ALLOCATION AND REFUNDING BONDS, 1986 SERIES, A FORM OF INDENTURE AND A FORM OF ESCROW AGREEMENT AND MAKING CERTAIN DETER- MINATIONS RELATING THERETO". There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS & COMMITTEES Director of Administrative Services Yelton explained that the Council had authorized the City to join an insurance pool sponsored by the Independent Cities Risk Management Authority ICRMA) on June 26, 1986. It was not clear at that time if a joint powers authority had the power to issue certificates of participation for insurance purposes. Validation action is now complete and the authority is finaliz- ing its efforts to issue the certificates. He further explained that it is necessary to adopt a resolution before the certificates are issued and outlined the four areas that are covered in the resolution to be adopted. The cost to the City to participate is $121,860 for the fiscal year 1987. This amount includes about $18,000 in administrative fees. Council discussed the increased cost of liability insurance to cities, the possibility of not being able to afford insurance without the ICRMA plan and how the rates are pro-rated between the cities. Council expressed their hope that this type of plan would send a message to insurance companies that their cost demands cannot be met. It was moved and seconded to approve Resolution No. 86-116, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING THE PARTICIPATION OF THE CITY OF ALHAMBRA, CALIFORNIA, IN THE ICRMA CAPITALIZED PROGRAM AND AUTHORIZING THE EXECUTION AND DELIVERY OF A PURCHASE AGREEMENT AND AN OFFICIAL STATEMENT AND CERTAIN OTHER ACTIONS IN CONNECTION THEREWITH". M/S/C: GIBSON/IZELL. There were no objections. 00- APPROVED ICRMA FINANCIAL DOCUMENTS STAFF REPORT COUNCIL DISCUSSION RESOLUTION NO. 86-116 APPROVED ORAL COMMUNICATIONS Mayor White declared Oral Communications open and invited those wishing to speak to come forward. Anthony Bejarano, 3508 Big Dalton, spoke regarding the citizens having an independent audit of the City's records. Frank Ramirez, 4924 Wimmer, inquired about the records that are on the agenda that were approved for destruc- tion and no one responding during the joint public hearing because they are not informed about the details of the hearing. City Attorney Flandriok asked that the record reflect that a complete copy of the records scheduled for destruction was given to Mr. Ramirez.
