Approve Agreement Sierra Vista Redevelopment Project Los Angeles County Interim Report Regarding Move-In Structure It was moved and seconded to approve Items NO. 1-6 of the Consent Calendar. M/S/C: GIBSON/KING There were no objections. Council discussed Item No. 7 of the Consent Calendar regarding move-in structures in the City. It was the feeling of Council that in many cases sub- standard houses are moved into the City on land that has a premium value and in areas where surround- homes are of a higher standard. Director of Housing and Economic Development Hemer explained that the City has appraised and submitted written offers to acquire property at 4115 Laurens Avenue for the purpose of expanding Morgan Park. Negotiations are continuing for this property, but it is recommended that the City conduct the required Hearing of Necessity", and approve the resolution which determines the public purpose of the acquisition and authorizes eminent domain proceedings in the event that the negotia- tions are not successful. Mayor White declared the Public Hearing open and invited those wishing to speak on this subject to come forward. John DeMarco, Attorney for Morgan, Lewis and Bockius, and representing the Baldwin Park Mortu- ary, requested that the mortuary be given due consideration to be given a chance to respond to he development of that property. They wojid like to submit plans for that site. Mayor White stated that there is a time table for actions that the Council must take but this would not stop negotiations. The Council does not want the mortuary to leave the City and a partnership would certainly be encouraged. It was moved and seconded to approve Resolution No* 87-25, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PABK FINDING AND DETERMINING THAT THE PUBLIC INTEREST, CONVENIENCE AND NECESSITY REQUIRE THE ACQUISITION IN FEE OF CERTAIN REAL PROPERTY LOCATED WITHIN THE CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT". COMMISSION AND COMMITTEES COUNCIL QUESTIONS RESOLUTION NO. 87-25 APPROVED Director of Community Services Smith stated that staff is requesting authorization to execute a contract with Fisher Grading of Highland, California for the construction of drainage improvements. The drainage at the Dalewood Street/Virginia Avenue inter section can no longer adequately service that hrea. Bids were opened on May 3, 1987 and Fisher Grading was the low bidder for this project with a bid of $26,262.50. Staff recommends approval. It was moved and seconded to accept the bid of Fisher Construction and authorize the Mayor to execute the construction contract and the agree- ments for construction related services for the Dalewood Strom Drain Project. M/S/C; IZELL/ GIBSON. There were'no objections. Director of Administrative Services Yelton intro- duced Ron Barza of McGladrey, Hendrickson & Pullen, auditors for the City. Mr. Barza stated that the audit has revealed that the City has a clean report and he is open to any questions that the Council might have. It was moved and seconded that the audit report of McGldrey, Hendrickaon & Pullen be received and filed. M/S/C: KING/GIBSON. There were no objections. 00- DALEWOOD STORM DRAIN CIP 220 STAFF REPORT AWARD OF CONTRACT FISHER GRADING APPROVED 1986 FINANCIAL AUDIT AUDIT REPORT RECEIVED/ FILED ORAL COMMUNICATIONS Paul Schlenz, 3921 Harlan Avenue, spoke regarding the need for a change in the City's Municipal Code relating to the storage of R.V.'s on private property. He presented the Recreational Vehicle Code from the City pf El Monte and asked that the Council give this consideration. Frank Ramirez, 4924 Wimmer, spoke regarding Ramona Blvd. being designated to the County and the taxes related to the street for beautification since 1981 He also spoke regarding the financing of the hotel and the Certificates of Participation relating to Puente/Merced.
