Staff recommends approval of the proposed statement and the resolution authorizing execution of all documents. Mayor pro tern Gibson declared the Public Hearing open on the 13th Year CBDG Entitlement Program and invited those wishing to speak to come forward. There were none. Mayor pro tern Gibson declared the Public Hearing closed. It was moved and seconded to approve the proposed Statement as the Final Statement of Community Development Objectives and Use of Funds for the 13th Year Community Development Block Grant Program, and adopt Resolution No. 87-43, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR THE PURPOSE OF OBTAINING 13TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT." M/S/C: IZELL/GIBSON. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Manager Webb explained that it was necessary to designate the two members of the Council as alternates to the committees that the City has participated in. This can be done by minute action and will allow the two members to function on all committees where representation is needed. It was moved and seconded to appoint Councilman Izell and Mayor pro tern Gibson as alternates to all commissions and committees that are represented by the City. M/S/C; IZELL/GIBSON.
