The City Council of the City of Baldwin Park met in adjourned regular session in the Council Chambers at 5:00 p.m. ROLL CALL PRESENT: COUNCILMAN IZELL AND MAYOR PRO TEM GIBSON ROLL CALL ALSO PRESENT: City Manager Webb, Dir. of Admin. Serv. Yelton, Dir. of Community Serv. Smith, Chief of Police Hoskin, and City Clerk Gair 00- The absence of City Treasurer Montenegro was excused. ABSENCE EXCUSED 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Manager Webb explained that the General City PRESENTA- budget provides for traditional City services TION OF such as police protection, street maintenance, code 1987-88 enforcement, and parks and recreations. An appro- BUDGET priation of $9.7 million is recommended from the FOR A City's General Fund to pay for these basic services. STUDY This amount would represent an increase of 6.8% over SESSION the current year and would include an appropriation CITY of $2.6 million to pay for special services. MANAGER The preliminary budget identifies $3.3 million in prior year appropriations for capital projects and recommends additional funding of $1.76 million for the upcoming fiscal year. New projects proposed include the construction of bus shelters, develop- ment of a Master Plan for Morgan Park, and several street reconstructions. The proposed budget for the Housing Authority totals $3.5 million which is a decrease from the current year. This decrease comes about due to the comple- tion of the Senior Citizens' project. The Redevelopment Agency's proposed budget totals $15,377/000. The Agency's activities during the year are expected to include the completion of two shopping centers, one in the Central Business District, and the other in the City's Freeway Corridor. City Manager Webb further outlined the highlights of the Preliminary Budget and explained the emergency reserves of the City, the six positions that have been added to City staffing only one of which results in a net increase in cost), no tax or fee increases, the reduction in the Utility Users Tax to 2%, the completion of current redevopment projects, and salary adjustments that will bring employees up to the median level of the local labor market. He stated that copies of the preliminary budget are available for review in the City Library and in the City Clerk's Office. He commented that the City Manager had prepared a good budget and he felt with a few more good years the City will be up in employee pay and especially be able to keep police officers that come to the City. He also expressed his desire to see the auditor- ium revamped. Mayor pro tern Gibson commented regarding the improvement that has been made in liability cover- age with ICRMA and his concern for these costs being brought under control. He felt that permit and licensing fees would not be substantial due to construction being lower, and that there is a need for the Top Value property to be upgraded. Chief of Police Hoskin stated that the Animal Control services that are provided for in the City include field patrol and licensing. The cost to a community for the county services is about $2.00 a household. The net cost in the City is approximately $96,900 and this cost is defrayed by the pet licensing program. An improved program of canvassing is needed in order to license an estimated 4,000 animals that are not licensed. In response to Council questions City Manager Webb commented that the envolvement of Mid-Valley Man- power did not show a significant increase in licensing when their services were used. 00- Mayor pro tern Gibson declared Oral Communications open and invited those wishing to speak to come forward. COUNCIL DISCUSSION ANIMAL CONTROL ORAL COMMU NICATIONS OPEN NONE CLOSED 00- It was moved and seconded to adjourn to a Closed Session At 5:25 p.m for a discussion of Met and Confer items as permitted by the Brown Act. IZELL/ GIBSON. There were no objections. Council was back in session at 5:45 p.m. Roll Call remained the same. Mayor pro tern Gibson stated that in Closed Session the Council gave direction to Staff on Met and Confer and took no action. 00- It was moved and seconded to adjourn the adjourned regular meeting of the City Council at 5:46 p.m. IZELL/GIBSON.
