COUNCIL OF CITY HALL, WEDNESDAY, The City Council of the City of Baldwin Park met in an adjourned regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Mrs. Gibson. The Flag Salute was led by Director of Administrative Services Yelton. INVOCATION FLAG SALUTE ROLL CALL PRESENT: COUNCILMAN IZELL AND MAYOR PRO TEM GIBSON ROLL CALL ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. of Admin. Serv. Yelton, Dir. of Community Serv. Smith, Dir. of Housing & Economic Development Hemer, Chief of Police Hoskin, City Planner Rangel, and City Clerk Gair 00- The absence of City Treasurer Montenegro was excused. ABSENCE EXCUSED 00- Chief of Police Hoskin introduced Police Officer Barry Bazzell and gave a brief description of his background and accomplishments. Officer Bazzell will be promoted to sergeant on July 19th. Officer Bazzell commented that he has been amazed at the growth and change in the City in the past four years and he intends to give his best as a sargeant. He also stated that he was proud to serve in this position. 00- City Clerk Gair presented the Consent Calendar: 1. Approval of Certificate of Posting for July 15, 1987 2. IZELL/GIBSON There were no objections. 00- PUBLIC HEARINGS CONSENT CALENDAR APPROVED Mayor pro tern Gibson stated that CP-287, An appeal of the Planning Commission's decision to deny a request to modify an existing conditional use permit to add a dance area to an existing restaurant/bar pursuant to Section 17.22.030.A of the City Code, Applicant: Fernando Calderon; Location: 4105 Maine Avenue", was continued to August 5, 1987. Mayor pro tern Gibson introduced the Public Hearing on AZC-113, A City initiated request to amend Chapter 17.16, General Regulations Commercial and Industrial zones, of the Baldwin Park Zoninng Code to add development standards for security bars." Mayor pro tern Gibson declared the Public Hearing open on AZC-113 and invited those wishing to speak on this subject to come forward. There were none. Mayor pro tern Gibson declared the Public Hearing Closed. APPEAL OF CP-287 HELD OVER TO AUGUST 5TH MEETING PUBLIC HEARING INTRODUCED AZC-113 PUBLIC HEARING OPEN NONE CLOSED It was moved and seconded to approve Ordinance No. 964, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A ZONING CODE AMENDMENT TO CHAPTER 17.16 OF THE ZONING CODE ADDING DEVELOP- MENT STANDARDS FOR SECURITY BARS APPLICANT: CITY OF BALDWIN PARK; CASE NO. AZC-113)." IZELL/GIBSON. There were no objections. Mayor pro tern Gibson declared the Public Hearing open on AZC-116, A City initiated request to amend Chapter 17.10, R-l Single-Family Residential Zone, of the Baldwin Park Zoning Code to revise the minimum yard area requirements for corner lots." Mayor pro tern Gibson declared the Public Hearing open on AZC-116 and invited those wishing to speak to come forward. ORDINANCE NO. 964 APPROVED PUBLIC HEARING INTRODUCED PUBLIC HEARING There were none. Mayor pro tern Gibson declared the Public Hearing closed. It was moved and seconded to approve Ordinance No. 965, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A ZONING CODE AMENDMENT TO CHAPTERS 17.04 AND 17.10 OF THE ZONING CODE TO REVISE THE R-l YARD AREA REQUIREMENTS FOR REVERSE CORNER LOTS APPLICANT: CITY OF BALDWIN PARK; CASE NO. AZC-116)." IZELL/GIBSON. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Planner Rangle explained that the City Code and permit procedures that allow developers to do house- moving in the City. Staff is recommending that the City not permit buildings to be moved from within the city or other cities into Bladwin Park. He further explained the city's housing stock and rehabilitation problems. Staff is recommending approval of an ordinance to preclude move-ons within the City. In response to Council questions City Attorney Flandrick stated that other cities have forbidden move-ons, because of the difficulty in having them come up to code requirements. This type of law has not been tested in court. It was moved and seconded to approve Ordinance No. 966, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING CHAPTER 15.24 OF THE MUNICIPAL CODE RELATING TO HOUSE MOVING." IZELL/ GIBSON. There were no objections. 00- ORAL COMMUNICATIONS REPORT RANGLE DISCUSSION ORDINANCE NO. 966 APPROVED Mayor pro tern Gibson declared Oral Communications open and invited those wishing to speak on any subject to come forward. Anthony Bejarano, 3508 Big Dalton, inquired about the stops signs that had been requested for Stewart Street, the deaf child sign that is on that street and putting a moratorium on condominiums. Art Luna, 12849 Ledford, spoke regarding only two councilmembers making decisions that should be made by a full council, needing the law about house moving five years ago, and the money spent for the rodeo. Norma Lopez, 3650 Paddy Lane, spoke regarding the City limiting the building of condos, a proposed street through to Merced Avenue and opposition to the Sierra Vista Project. Frank Ramirez, 4924 Wimmer, spoke regarding the number of areas in the Sierra Vista Project and boundaries of the area near the downtown portion of the City. Mayor pro tern Gibson declared Oral Communications closed. Mayor pro tern Gibson commented regarding the Two- Man City Council coming to an end with tonight's meeting and the effort that has been made to do something right for the City in a severe situation. He complimented City Staff for serving well during this time and looked forward to continuing to improve Baldwin Park and seeing the City progress.
