The City Council and the Redevelopment Agency of the City of Baldwin Park met in j oint session in an adj ourned regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMAN GIBSON, IZELL, ROLL CALL J. MCNEILL, AND MAYOR KING City Manager Webb, ALSO PRESENT: Dir. of Admin Services Yelton, Dir. of Comm. Services Smith, Dir. of Housing & Economic Development Hemer, City Planner Rangel, and City Clerk Gair The Absences of Councilman White and City Treasurer ABSENCES Montenegro were excused. EXCUSED 00- PUBLIC HEARINGS Mayor King stated that this is the time set for the public hearing concerning the issuance by the Redevelopment Agency of not to exceed $8,215,000 principal amount, 1987 Puente- Merced Tax Allocation Refunding Bonds. Notice of the hear- ing has been published as required. Director of Housing and Economic Development Hemer stated the Redevelopment Agency issued 1985 Tax Allocation Notes in 1985 to provide interim financing for the Agency's participation in the Von's shopping center and the Hilton Hotel projects. At this time it is proposed that the Agency issue permanent long-term bonds to refund the interim financing provided by the 1985 Notes. The Bonds will be repaid and secured by Tax Increment Revenues and Sales and Use Taxes generated by the shopping center and the hotel. The Bonds are not a debt to the City. After the required public hearing relating to the issuance of Bonds it is necessary that the Agency approve the Bond documents and award the sale of the 1987 Refunding Bonds. Mayor King declared the Public Hearing open on the issuance of the 1987 Tax Allocation Refunding Bonds and invited those wishing to speak on this subject to come forward. There were none. Mayor King declared the Public Hearing closed. It was moved and seconded to approve Resolution No. 87-83, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING ISSUANCE BY THE BALDWIN PARK REDEVELOPMENT AGENCY OF $8,860,000 PRINCIPAL AMOUNT OF PUENTE-MERGED REDEVELOPMENT PROJECT 1987 TAX ALLOCATION REFUNDING BONDS". M/S/C: IZELL/GIBSON. ORAL COMMU NICATIONS OPEN There were none. NONE Mayor King declared Oral Communications closed. CLOSED 00- City Planner Rangel recommended that the City Council and the Planning Commission convene in a joint study session to discuss the General Plan update, The City Council and the Planning Commission of the City of Baldwin Park met in a joint study session at 7:15 p.m. Roll Call remained the same for the City Council. Planning Commissioners present were: Commissioners Shaffstall, Fitzgerald, Rumney, Richard and Chairman Whitley. JOINT STUDY SESSION PLANNING COMMISSION 7:15 P.M. FLAG SALUTE CONSULTANT INTRODUCED Flag Salute was led by Comissioner Fitzgerald. City Planner Rangel stated that General Plan updates had taken place in 1979 and 1984. He introduced Dale Beland, and Paul Secord, consultants, who will develop the new General Plan update. Mr. Beland explained that the General Plan is a statement of land use policies by the City. It is the primary statement of intent about developing the community. It is required by State law and it is the best tool to deal with problems of change and development. The document will attempt to identify the problems the City faces and provide solutions or alternatives to deal with those problems. Among the problems of eminent concern facing the City, is rapid growth. This will be addressed by the General Plan. He also explained the various elements of the General Plan and the twelve month process, which will include citizen input. This very likely will be done by surveys of the citizens. The consulting firm is committed to a major citizen participation effort which will be accomplished through a series of townhall meetings and public hearings before the Planning Commission and the City Council.
