COUNCIL OF CITY HALL, WEDNESDAY, The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Mrs. Bobbie Izell. The Flag Salute was led by Mr. & Mrs. R. Katting. INVOCATION FLAG SALUTE ROLL CALL PRESENT: COUNCILMEMBER GIBSON, ROLL CALL J. MCNEILL, WHITE AND MAYOR PRO TEM IZELL ALSO PRESENT: Acting City Manager Yelton, Acting City Attorney Long, Dir. of Comm. Serv. Smith, Dir. of Housing & Economic Development Hemer, Acting Chief of Police Lanza, Dir. of Human Services Lucas, Fire Chief McCann, City Treasurer Montenegro and Deputy City Clerk Sharp 00- The absence of Mayor King and City Clerk Gair was ABSENCE excused. EXCUSED 00- Councilwoman McNeill presented Mr. & Mrs. Harting PRESENTA- with a letter of congratulation for their 50th TION Year Anniversary and wished them many more happy years. 00- Deputy City Clerk Sharp presented the Consent CONSENT Calendar: CALENDAR 1. Waive Further Reading and Adopt RESOLUTION NO. 87-85 MAKING APPLICABLE TO THE CITY THE PROVISIONS OF SECTION 1094.6 OF THE CODE OF CIVIL PROCEDURE RELATING TO JUDICIAL REVIEW OF ADMINISTRATIVE DETERMINATIONS 10. Reappropriation of CDBG Funds for 12 Unit Elderly Housing Project It was moved and seconded to approve the Consent Calendar as presented. M/S/C: GIBSON/WHITE. There were no objections. PUBLIC HEARING Mayor Pro Tern Izell introduced the Public Hearing and Approval of Grantee Performance Report GPR) 12th Year Community Development Block Grant CDBG) Program Director of Housing & Economic Development Hemer explained that the City receives an annual grant from HUD to carry out activities benefiting the low and moderate income person and to eliminate blighted conditions in the city. He further explained that in 1984, HUD mandated a change in the GPR process, requiring each Grantee to make the GPR available for public comments. Therefore, a notice of Public Hearing of the GPR for public review was published and posted as required by law. As of this date no public comments had been made or received. Staff recommended that following the public hearing, the City approve the GPR and instruct staff to incorporate all public comments into the final adopted GPR. Mayor Pro Tern Izell declared the Public Hearing on the Grantee Performance Report GPR) 12th Year Community Development Block Grant CDBG) Program open and invited those wishing to speak to come forward. There were none. Mayor Pro Tern Izell declared the Public Hearing closed, It was moved and seconded to approve the GPR and include all public comments. M/S/C; WHITE/McNEILL. There were no objections. REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES It was moved and seconded to approve the designation of Councilman King as the voting delegate and Councilwoman McNeill as the alternate of the National League of California Cities Conference. M/S/C: WHITE/GIBSON. There were no objections. This will require to be brought back to a Council Meeting for Council action on granting the Senior Citizens these funds. ORAL COMMUNICATIONS: Mayor Pro Tern Izell stated that this is the time and place for Oral Communications and invited those wishing to speak to come forward. Marsha Arkin, works with the senior citizens, explained that the Senior Citizens are finding it difficult to walk up a slope from the parking area to the entrance of the Senior Citizen building. She asked if this problem could be looked into and possible be corrected. Anthony Bejariano, 3508 Big Dalton, asked if the low income housing units can be looked into. He stated that they are not in very good condition. He also thanked Mayor King for his donation to the Anthony Bejariano Teen Suicide Prevention Program". Ed Geudner, 4249 Harlan, asked that the City Council take into consideration the different problems and situations that the Senior Citizens have to deal with at the Senior Citizen facility. Joan Bommarito, 13147 Shaver St., representing Adella & Jack Thomas, 13151 Shaver St., regarding trash that had been dumped in the front of their home. She explained that the City was notified but nothing had not been done and what could be done to resolve this problem. Roy Text, 15115 Kenoak, spoke about problems wheelchairs have when there are water puddles in front of the Senior Citizen building. Mr. Olson/ resident, thanked Council and staff members for their help and concern with the Senior Citizens. Pam Schnabel, 14217 Los Angeles St., spoke about the possibility of enlarging the Senior Citizen building or moving to Morgan Park where the facilities are adequate for their activities.
