The Flag Salute was led by Mr. Kirk. INVOCATION FLAG SALUTE ROLL CALL PRESENT: COUNCILMEMBER IZELL, J. There were no objections. Mayor King requested that Item No. 4 of the Consent Calendar be pulled and stated that relative to the award of contract for four copiers, the League had brought to the attention of 85 cities the fact that other countries can impose certain restrictions to our country and not allow competitive bidding. He stated that it grieved him to approve this amount of money for the low bid that goes back to a country with this kind of a restriction. He requested the City Attorney to look into the issue of competitive bidding to find out, under the law, what we can do. There were no objections, 00- PUBLIC HEARINGS ITEM NO. 4 APPROVED Mayor King introduced the Public Hearing on the request to amend the Baldwin Park Zoning Code providing for recycling facilities pursuant to AB 2020 in the FC Freeway Commercial), C-2 General Commercial), CM Commercial Manufac- turing) and 1C Industrial/Commercial) zones. City Planner Rangel explained that recent state law requires that recycling stations be provided in convenience zones which are located within one-half mile radius of supermarkets having annual gross sales of two million daollars or more. The reason for limiting the locations of recycling machines to larger supermarkets is because of the greater patronage of the those markets and being better known in areas. Staff feels that providing for buy-back recycling centers will help conserve natural resources and reduce litter. Providing for recycling in areas other than industrial will allow supermarkets affected by this new legislation an opportunity to comply with the mandatory requirements. Requiring a conditional use permit will allow the City to regulate these facilities to insure that a location is adequate and to monitor the recycling operation to insure that it does not become an eyesore, Mayor King declared the Public Hearing open on AZC-117 and invited those wishing to speak on this subject to come forward, There were none. Mayor King declared the Public Hearing Closed. It was moved and seconded to approve Ordinance No. 973, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING AN AMENDMENT TO THE BALDWIN PARK ZONING CODE PROVIDING FOR RECYCLING CENTERS IN THE C-2, FC, CM AND 1C ZONES IN CONJUNC- TION WITH A GROCERY MARKET HAVING GROSS ANNUAL SALES OF TWO MILLION DOLLARS OR MORE APPLICANT: CITY OF BALDWIN PARK; CASE NO. AZC-117)". M/S/C: IZELL/ WHITE. There were no objections. Mayor King introduced the Public Hearing on Authori- zation to Submit Two Urban Development Action Grant UDAG) Applications. Director of Housing and Economic Development Hemer explained that it is being recommended that the City Council conduct a public hearing to provide inter- ested citizens an opportunity to express their views concerning the submission of two UDAG applica- tions. The two projects recommended for submission to HUD meet the Federal criteria for funding. Staff inter- viewed three of the six consulting firms that sub- mitted proposals to prepare the master plan and determined that RJM Design Group was best suited for this project. RJM has proposed a four phased approach to complete a master plan for Morgan Park at a cost of $28,500. He outlined the four phases and stated that the project should take about 14 weeks. It was moved and seconded to approve a professional services contract with RJM Design Group, Inc. to prepare a master plan for Morgan Park and appropri- ate the necessary funds from the General Fund. City Engineer Rait explained that staff is recommend- ing that the Council approve contracts for engineer- ing services to modify conditions along Maine Avenue and Ramona Boulevard in order to improve vehicular circulation within the Central Business District. She stated that staff has developed a plan for addres- sing traffic flow problems on Maine and Ramona Boulevard in the downtown area and is recommending that the signal progression system along Ramona be reassessed with particular attention being paid to the length of the signal cycle. She also explained the delay in installation of the pedes- trian crossing by the Post Office and the modifications that will be necessary to interconnect two traffic sig- nals. She outlined the plans for median modifications on Robin Avenue/Ramona Boulevard and installation of traffic signals at the intersections of Baldwin Park/ Olive and Baldwin Park/Live Oak. Staff recommended authorization of contracts for these engineering services. Council discussed the need for public input as the work is progressing on certain projects, but recognized that the work should go forward as quickly as possible and allow for critical input to reconsider any concerns as necessary. They also discussed the urgency of the action required and the time frame for ordering signal equipment. In response to Council questions Director of Community Services Smith stated that any new design would not do away with anything as requested by Council, but would be require an expanded design study. Councilman Gibson was present at 7:25 p.m. It was moved and seconded to authorize the execution of contracts for engineering services with BSI Consul- tants, Inc. for the signal progression system on Ramona/ $4,360? with Weston Pringle and Associates for Maine Avenue/ $2/850? for modifications of signals at Robin Avenue and signal installation at Baldwin Park/Olive and Baldwin Park/Live Oak intersections, recognize the appropriation of funds and amend the Capital Improvement Budget and to return to Council for public perusal. At the request of Mayor King, Director of Human Services Lee Lucas told the Council and the public about the Carrier Alert" program done by the postal service; about the Vial of Life" program; the Foothill Bus System and the successful Halloween party at the Community Center that was almost rained out. Myor King commented regarding the possibility of a referendum on insurance to be sponsored by Mayor Bradley and Supervisor Hahn; the assistance given by Congressman Torres and himself to a man whose checks had been incorrectly stopped; a Rail-Study update on trash; and Yolanda Cervantes' property on Olive. Wanda Hannon, 3132 Syracuse, spoke regarding the problems on Syracuse due to truck traffic, truck parking and trucks speeding. Albert Reale, 14675 Channing, spoke regarding the problems and conditions at the Senior Citizens Center. Eugolio Roca, 14637 California, spoke regarding the lack of public input in closing the pool at Morgan Park and submitted a petition signed by 100 students regarding the pool closing. Marsha Arkin, Stewart Street, spoke regarding the ramp and the gate at the Senior Citizens Center. Robert Overholtzer, 3837 Maine Avenue, spoke regarding the closing of Morgan Street and the bus shelter covers that have been installed.
