MEETING CALLED TO ORDER The invocation was given by Commissioner Wall. The flag salute was led by Commissioner Archibeque. Mayor King declared Mayor and Council in recess until Item #3 on Agenda. Lee" Lucas, Secretary to the Commission. Absent: Beverly Plantico, Administrative Secretary. ************* It was moved and seconded to approve the Certificate of Posting for January 4 / 1988. M/S/C: WALL/ARCHIBEQUE. It was moved and seconded to approve the Certificate of Posting for February 1, 1988. M/S/C: ARCHIBEQUE/WALLACE. It was moved and seconded to approve the minutes of January 4, 1988 as written and further reading be waived. M/S/C: ARCHIBEQUE/WALL. Commissioner Wall asked that the Optimist Club meeting on Thursday be removed from the activity calendar. There were no other corrections or comments. Accepted and filed. Lucas reported that the fund raising for the new Community Center continues to do well and dollar figures will be out soon. Staff is also working on hiring a new employee as soon as possible for this program area. Lucas reported that all arrangements for the California Park and Recrea- tion Conference on February 25-28, 1988 have been taken care of- Commissioner Wallace reported that the next L.A. Basin dinner meeting will be held on April 21, 1988, hosted by the City of Westminster at the Asian Culture Center. Mayor King re-convened the joint meeting at this time and congratulated Lou Kirk on his appointment as Chair- man on the Housing Commission and Phyllis Pierce as Chairperson and George Archibeque as Vice-Chairman of the Human Services Commission. City Manager Ralph Webb explained that this item was on Council agenda two weeks ago and has been carried over to the February 3 meeting. A staff report has been completed dis- cussing funding sources, i.e. State Bond Issue on June ballott, re-program existing State Park bond acts and allocating city general fund monies. Lucas explained that with proposed new program and activities that the seniors will outgrow the building within one year and that it would take approximately 2 years to receive State bond monies. Councilman Gibson asked what area(s) of the Senior Center are too small for their activities. Lucas stated that it was the lunch program area. A discussion followed with City Council and Human Services Commission as to alternative suggestions for expanding the building and funding sources. Lucas reported that the Walnut Creek Nature Center has been completed and is due to open*! in spring. Lucas stated that at this time a date for the dedication has not been selected. Chairperson Pierce explained that a meeting was held at Morgan Park on January 19th and the Planning Division has selected approximately 15 members for this committee. Commissioner Young reported that the first committee meeting will be held on February 19 at Morgan Park and will be open to the public. Vice-Chairman Archib'eque asked if NEW BUSINESS the Commissioners should draft a Support for Henry Agonia) letter in support of Henry Agonia on an individual basis or as a whole Commission. Lucas stated that staff" would draft a letter for each Commissioner. There were no objections. Lucas re- ported that Henry Agonia is the new State Park and Recreation Director. Councilman Izell suggested to the Expansion of Human Commissioners that they expand their Services Commission Scope) scope as Human Services Commissioners to include all aspects of human services, not just parks and recreation. Lucas explained that the Commission has been doing this and will continue to do so. Betty Lowes, 14122 Chilcott, spoke BETTY LOWES regarding community participation on expanding the Senior Citizen Center. Rene Olivo, 14313 Olive, spoke re- RENE OLIVO gar ding the priority of the slo-pitch softball leagues over the Baldwin Park Roadrunners. Olivo stated that the softball leagues practice at the same time as the Roadrunners at Sierra Vista High School) and that there is not enough room for both. Vice-chairman Archibeque explained that he has beG§n involved with the Baldwin Park Roadrunners in the past and that this should be looked into. Wanda Harman, 3132 Syracuse, spoke regarding gang related problems at Barnes Park where children cannot utilize this park. Mayor King asked City Manager Ralph Webb to research this matter. Dawn Marticorena, 3864 Vinland/ spoke regarding the new fire truck that Station 29 has received. Chairperson Pierce thanked all for attending and to feel free to attend future Human Services Commission meetings. Ed Clancy^, spoke regarding the Long Beach Disabled American Veterans Christmas Party and thank Council for attending. Mayor King commended the American Legion for their successful event. Ada Estrada, 13843 Elwin, spoke regarding the barriers/reflectors that continued to be knocked down at 4102 Jerry. Mayor King declared Oral Communications closed.
