The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. The Invocation was given by Councilman Izell. The Flag Salute was led by Councilman White. EXCUSED 00- Chief of Police Hoskin introduced Lt. James Kuntz and explained that Lt. Kuntz is celebrating 20 years of service with the Police Department this year. He was hired with the Baldwin Park Police Department in 1962. He was selected as Policeman of the Year" in 1971. 00- Deputy City Clerk Sharp presented the Consent Calendar: 1. M/S/C: WHITE/MCNEILL. There were no objections. Director of Community Services Smith explained that Council awarded a contract for installation of traffic signals at Baldwin Park Boulevard/ Olive Street and Baldwin Park Boulevard/Live Oak Avenue, CIP 231 to Raymor Electric Company, Inc. in October 1987. He further explained that the contractor discovered that an underground traffic signal conduit run was never actually installed which is an essential component of the traffic signal under construction. Since installation of this conduit was not part of the original contract, a change order is necessary for the extra work. The estimated amount of the City's share of the change order is $5/870.00* Funding for this project is provided by Gas tax monies It was moved and seconded to approve the change order for the estimated amount of $5,870.00 and authorize the Mayor to execute the appropriate documents. There were no objections City Engineer Rait gave a staff report authorizing staff to proceed with plans to modify existing conditions along Maine Avenue and Ramona Boulevard in order to improve vehicular circulation within the Central Business District. City Engineer Rait outlined the objectives of the Central Business District and explained that limited resources would necessitate a phased implementation of improvements and that the objectives of the plan have been realized. A combination of several activities which have resulted in development, construction improvements, installation of underground utilities has provided the incentive for further private development. City Engineer Rait also explained that despite attempts to coordinate these projects there has been some problems. Over the last two months Staff has re-evaluated vehicular circulation in the Central Business District and with the assistance of the City's traffic engineer has developed a plan for addressing traffic flow problems along Maine Avenue and Ramona Boulevard in the downtown area such as: Congestion-Delay; Post Office Access; Access-senior Citizens' Center; and other projects-impacts on traffic curculation. The following City Council actions were recommended: 1). Waive formal bidding procedures for the construction of improvemnets to the Ramona Boulevard/Robin Avenue intersection. 2). Appropriate Gas Tax monies for the construction of improvements for Ramona Boulevard and Robin Avenue improvements and approve the corresponding budget amendment. 3). Authorize staff to proceed with the construction phase of all projects outlined within the staff report. CONSTRUC- TION IMPROVEMEN APPROVED ROLL CALL VOTE: AYES GIBSON, MCNEILL, IZELL, WHITE AND MAYOR KING NOES NONE ABSENT: NONE ROLL CALL VOTE It was moved and seconded to approve the appropriate Gas Tax monies for the construction of improvements for Ramona Boulevard and Robin Avenue improvements and approve the corresponding budget amendment and authorize staff to proceed with the construction phase of all projects outlined within the staff report. There were no objections. 00- City Manager Webb explained that the California State Legislature recently amended Section 4002 of the Elections Code relating to initiative petition filing fee AB 2202). That any person filing a notice of intent with the clerk shall pay a fee, to be refunded under certain conditions. City Manager Webb further explained it is necessary that the City Council comply with the requirement by either a minute motion or by adopting a resolution setting a filing fee of $200.00 and approve the additional requirements as set by the State Legislature in Section 4002 of the Elections Code. It was moved and seconded to approve Resolution No. 88-13, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ESTABLISHING A FILING FEE FOR INITIATIVE PETITIONS". M/S/C: WHITE/I2ELL. There were no objections. 00- INITIATIVE PETITION FILING FEE STAFF REPORT WEBB RESOLUTION NO. 88-13 APPROVED ORAL COMMUNICATIONS Mayor King declared Oral Communications open and invited those wishing to speak to come forward. Norma Brown, 13630 Center, spoke about recent shooting incidents between Center and Walnut. If this situation can be looked into. Mr. Kaplan, 1427 Merced, spoke about the median that is on Garvey Avenue in front of Denny's Restaurant. The problem people are having getting into the restaurant's parking area by having to go further down to the driveway approach into Von's parking lot. ORAL COMMUNICA- CATIONS OPEN NORMA BROWN MR. Maine, asked if he is able to request a list of apartments, condominiums that are in the areas under the moratorium. Bette Lowes/ 14122 Chilcot, Chairperson at Holland Jr. High School, thanked the School District and the Baldwin Park Police Department for their cooperation in the DARE Program and reported that this program is working very well with the students in the classes.
