The City Council met in an adjourned regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT ALSO PRESENT COUNCILMEMBERS GIBSON, IZELL, ROLL CALL MCNEILL, WHITE AND MAYOR KING City Manager Webb, Dir, of Admin Services Yelton, Dir. of Cornm, Services Smith, Dir. of Housing & Economic Development Hemer, Acting Chief of Police Lanza, City Treasurer Montenegro, and City Clerk Gair 00- REPORTS OF OFFICERS. COMMISSIONS AND COMMITTEES City Clerk Gair stated that the General Municipal Election was held on April 12, 1988 to vote on the offices of Mayor, two Members of the City Council, the City Clerk and the City Treasurer. The canvass of the April 12th election has been completed and the City Clerk verified that all the ballots have been correctly counted and accounted for and the reguired hand count of 1% of the precincts has been completed to confirm the accuracy of the computer count made at the Central Counting Center election night. The canvass of the election verifies that a majority of the voters voting did vote for Leo W. King for Mayor; for Richard G. Gibson and Bette L. Lowes for Member of the City Council; for Linda L. Gair for City Clerk; and Ana Montenegro for City Treasurer. A statement of the election results and a resolution reciting the facts and declaring the results of the General Municipal Election was presented to the City Council. STAFF REPORT RESULTS OF APRIL 12, 1988 ELECTION CITY CLERK It was moved and seconded to approve Resolution No. 88-41, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, RECITING THE FACT OF THE ELECTION HELD ON APRIL 12, 1988, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW". M/S/C: WHITE/IZELL. There were no objections. 00- Councilman White, who was not elected to the office of mayor at the April 12th election, thanked the people of Baldwin Park, the councilmembers and com- missioners, and business people of the community for the time that he has served on the council as mayor and a councilmember. He spoke of the accomplishments that he has been a part of, and the progress of the City. He complimented the city staff for their efforts in many areas and wished the council luck as they begin their work together. Councilmembers and the Mayor expressed the pleasure that they felt in having served with Councilman White during his terms in office. Mayor King presented Councilman White with a City Plaque honoring his terms in office from March 1978 to April 1988 when he served as a Councilman and as Mayor. 00- City Clerk Gair administered the Oath of Office to Leo W. King, Mayor; Richard G. Gibson, Councilman; Bette L. Lowes, Councilwoman; and Ana Montenegro, City Treasurer. Following the Oath of Office each of the newly elected officials was issued a Certifi- cate of Election and took their places at their respective seats. Mayor King administered the Oath of Office to Linda L. Gair, City Clerk, and presented a Certificate of Election to the City Clerk. 00- Each of the newly elected officials commented on their election or re-election. Family members were introduced by the officials and each official thanked those who had worked for them and those who had supported them during the election. They commented on their positions and the things that they hope for and want to accomplish during their term in office. Councilwoman McNeill and Councilman Izell welcomed new Councilwoman Lowes and congratulated all those that were elected. Councilman Gibson and Mayor King also welcomed Councilwoman Lowes as a new member and commented on her hard work and the well conducted campaign she ran. 00- PLAQUE PRESENTED OATHS OF OFFICE OFFICIAL'S COMMENTS ORAL COMMUNICATIONS Mayor King declared Oral Communications open and invited those wishing to speak on any subject to come forward. ORAL COMMU NICATIONS OPEN LEVI RICHARD Levi Richard/ 3336 Millbury, commended the City Council and Staff for their work and congratulated the newly elected. Candi Carmichael, 4341 Cutler/ spoke regarding the need for sidewalks in her area/ one million dollars that she read was available, and some meetings of the City that were not held at the time they were advertised. CANDI CARMICHAEL Ed Clancy, resident, inquired about the eternal flame in Baldwin Park and veterans' ceremonies. ED CLANCY Mayor King Declared Oral Communications closed. 00- CLOSED It was moved and seconded to adjourn the adjourned regular meeting of the City Council at 7:35 p.m. M/S/C: LOWES/GIBSON.
