The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. PRESENT: COUNCILMEMBERS GIBSON, IZELL, LOWES AND MAYOR KING ROLL CALL: ALSO PRESENT: City Manager Webb, City Attorney Flandrick, Dir. Hearing on, a moratorium City for one City Planner Rangel explained that the moratorium prohibiting new apartment and condominium development was adopted on August 5, 1987 and extended on Septem- ber 16, 1987. That extension will expire on July 31, 1988. It is necessary that the Council consider a final one year extension of the moratorium. An extension of the moratorium is necessary in order to allow the time needed to complete the comprehensive update of the General Plan which is presently being done. No additional extensions are permitted by law. It is contemplated that the moratorium could be lifted as soon as the general plan is updated and this could happen well before the one year extension expires. Mayor King declared the Public Hearing open on the extension of the multiple family residential moratorium and invited those wishing to speak on this subject to come forward. Anthony Bejarano, 3508 Big Dalton, spoke in favor of keeping the moratorium for another year. Albert Sanders, 4421 Stewart, asked for clarification on room additions that do not become additional units and City Planner Rangel responded that a room addition that was beyond $10,000 would now be allowed to be expanded. Olivia Byrs, 4418 Walnut, inquired about being able to make proposals regarding the plans that the City will be making regarding density because of the concern she has for the property she owns. City Planner Rangel informed her of the public meetings relating to the general plan update. Mayor King declared the Public Hearing closed. It was moved and seconded to approve Ordinance No. 991. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK IMPOSING A MORATORIUM ON CERTAIN REAL PROPERTY WITHIN THE CITY URGENCY MEASURE), and to instruct Staff to recommend lifting the moratorium as soon as the general plan is updated and the related zoning amendments are effective". M/S/C: IZELL/LOWES. There were no objections. It was moved and seconded to approve Ordinance No. 992. Council concurred. City Manager Webb explained that the Council is requested to approve the Community Center Schematic Design in concept and recommend to the Baldwin Park Community Center Corporation the approval of the Design and the next phase of design work by the O.K. Earl Corporation. A representative from the O.K. Earl Corporation gave a presentation from the drawings on display in the chambers. He explained the design of the park layout, the parking access. Phase I and Phase II that is proposed, and the safety factors in the design regarding children. It was moved and seconded to approve the schematic design for the new Community Center and to approve proceeding with further phases of design work. M/S/C: IZELL/GIBSON. There were no objections. Council requested that the following items be considered for placement on the agenda at the next or a future meeting: 1. The position of the Zoning Administrator. 2. Increasing the Planning Commission from five to seven members. 3. The addition of extra basketball courts at the park. 00- ORAL COMMUNICATIONS HELD OVER COMMUNITY CENTER SCHEMATIC DESIGN SCHEMATIC DESIGN APPROVED COUNCIL REQUESTS Chris Brys, 4418 Walnut, asked about the kind of fees that will have to be paid at the park. Anthony Bejarano, 3508 Big Dalton, asked about regula- tions regarding contractors working on Sunday and requested that the Council consider having oral commu- nications at the beginning of the meeting. Council requested that consideration of moving oral communications be considered as an agenda item at the next council meeting. Mayor King declared Oral communications closed, 00- It was moved and seconded that the regular meeting of the City Council be adjourned at 7:41 p.m. M/S/C: GIBSON/IZELL. There were no objections.
