The City Council focused on the top 15 rated services. Through discussion the Council achieved consensus on the most important services requiring greater emphasis; infrastructure, sidewalk improvements, environmental control including street sweeping, noise, animal control, toxic and hazardous materials), cultural activities including the auditorium), the senior center, community improvement including absentee landlord issues), public communications, and constituent complaints/requests for services. The City Council discussed a partial list of important services already underway with high achievement levels that the Council emphasized the need to keep up the good work. Those include drug education, patrol services, drug enforcement, and gang education. 00- The department heads joined the workshop at 10:00 a.m. Those present included: MUNICIPAL SERVICES/ PROGRAMS RANKING RESULTS COUNCIL & DEP'T HEAD SESSION Chief of Police Hoskin, Administrative Services Director Yelton, Community Services Director Smith, Human Services Director Lucas, Housing and Economic Services Director Hemer, and City Clerk Gair ACTION PLANS The Council and staff organized into communities to develop action plans for implementing the short term priorities for 1988-1990. The committees presented their recommendations to the City Council. After discussion the Council concurred in the committee recommendation as follows: I. INFRASTRUCTURE A. STREET MAINTENANCE Use the Pavement Management Study to determine the needs, priorities and schedule. B. FUTURE STREETS Re-examine the need for future streets through the general plan amendment process. C. PRIVATE STREETS Include analysis of private streets in the Pavement Management Study. D. FACILITIES MAINTENANCE Prepare an assessment of the condition and prepare a recommended maintenance program. E. SEWERS Continue to plan sewer improvements accaording to the five 5) year CIP plan and as new developments require them. SIDEWALK IMPROVEMENTS Update sidewalk study. Prioritize the safe route to school" sidewalks. Develop a feasibility study with financing options for #2 and #3 priority sidewalks. A. STREET SWEEPING Identify options for insuring streets are swept on scheduled days or the next available day. B. ANIMAL CONTROL Identify options for controlling menancing dogs on private property by researching with County Animal Control and the City Attorney the reduction of the number of dogs permitted on private property and the application of the new dangerous dog" ordinance. C. WASTE/REFUSE REMOVAL The development of a workable solid waste disposal program will begin with the Council's review and approval in October of a draft refuse collection and disposal contract. One of the issues of parti- cular concern will be the development of a recycling program. Additionally, appropriate staff will be made more aware of environmental laws and are directed to increase emphasis on enforcement. D. NOISE Addressing the problem of noise eminating from several sources the Council concurred with several recommended actions to reduce noise. Staff will research the feasibility of service fees for repeat responses to disturbing the peace complaints result- ing from loud parties. Through the City's newsletter information regarding the City's policy regarding noise" and the Police Department's response to disturbing the peace complaints will be disseminated. Additionally, police officers will be trained to inspect mufflers for excessive noise and directed to increase its enforcement in this area, The Council directed staff to research existing code requirements for sound proffing between units in multiple family dwellings and determine the need for and/or feasibility of changing those requirements. IV. CULTURAL ACTIVITIES While agreeing on the need for enhancing activities in the community the Council identified the lack of a facility to support such activities as a significant issue. The Council concurred in the committee's recommendation to assess the costs and benefits of rehabilitating the existing auditorium as opposed to those for the construction of a new facility. V. SENIOR CENTER The consensus of the Council was that a new senior center was required. Direction was given to staff to prepare a feasibility report by March 1. Initially, the Council agreed that it was necessary that its decision determine whether the funds set aside for the expansion should instead be allocated for the construc- tion of a new center. COMMUNITY IMPROVEMENT The Council agreed with the committee's assessment that maintaining high standards of health, safety, and appearance should continue to be a significant goal for the City. Council directed staff to explore enhancements to be analyzed include a housing occupancy ordinance, a rental inspection program, an occupancy inspection progran at sale, and a property maintenace ordinance. VII. PUBLIC COMMUNICATIONS The Council suggested improvements to the Public Communications Program approved by the Council in 1987, Council directed staff to prepare a report on public information opportunities provided by CATV. The Council directed staff to pursue with the Chamber of Commerce the development of a community calendar. Additional staff training on the prepara- tion of news releases and on telephone etiquette was suggested. Council proposed the assignment of an individual(s) through the volunteer program as an information aide in City Hall. Council directed staff to explore different and more effective ways of delivering newsletters. Staff committed to submit an evaluation of the Be Part of Baldwin Park" special event to the Council. VIII. CONSTITUENT COMPLAINTS/REQUEST FOR SERVICE Staff has developed an outline of a proposed consti- tuent complaint/request for services system which it will submit to Council for its review and comment to be followed up with a more detailed program. IX. IMPROVING COUNCIL/STAFF WORKING RELATIONSHIPS The Council discussed guidelines regarding communi- cations with staff and rules for conducting council meetings.
