TUESDAY, OCTOBER 25, 1988, AT The City Council of the City of Baldwin Park met in adjourned regular joint session in Council Chambers at 5:30 p.m. ROLL CALL: PRESENT: ALSO PRESENT: COUNCILMEMBERS GIBSON, IZELL, ROLL CALL LOWES, MCNEILL AND MAYOR KING COMMISSIONER SHAFFSTALL AND CHAIRMAN WHITLEY Acting City Manager Yelton, Dir. of Comm. Services Smith, Dir. of Housing & Economic Development Hemer, Chief of Police Hoskin, City Planner Rangel, and City Clerk Gair MEETING CONVENED LACK OF QUORUM PLANNING COMMISSION 00- Mayor King stated that the City Council and the Planning Commission were convened for the purpose of a General Plan Update Study Session. Chairman Whitley called the Planning Commission to order and stated that a quorom of the commission was not present due to the absence of Commissioners Fitzgerald, Richard and Rumney. Mayor King stated that there would be no vote taken tonight and the Commissioners present could stay seated and interject their points of view during the study session. 00- City Planner Rangel explained that this would be the RANGEL last study session prior to the public hearings that will be held for the General Plan Update. This program began in October of 1987 with a contract to Cotton/Beland Associates as a result of the concern of the community relating to multiple family deve- lopments in the city. The General Plan had not been updated in ten years and many changes had taken place in that time. The primary aspect dealt with in the new General Plan study is multiple family density. There are many other aspects that are important to the development of the community that are identied in the elements of the General Plan. The most important aspect of the report submitted to Council is the Goals and Policies of the General Plan. He stated that workshops and study sessions with the community had been held and that the document that Council received identifies the ideas and input from the community. At the end of the consultant's pre- sentation graphics will be shown to identify different densities. He also explained the handout that the Council has received relating to the meetings held up until now and that it identifies issues, has a draft goals and policies statement, a summary of the questionnaire, and a des- cription of the basic land map concept and maps. He stated that all cities are required to have a General Plan to set the basic tone the City wants to follow. He explained the elements that are included in the General Plan and the responses received from other agencies that might be involved in activity in Baldwin Park. This plan focused on residential land use with minor changes made to commercial and industrial and open space is defined. This was a parcel by parcel study and good information was obtained. He gave a brief overview of the numbers relating to the proposed General Plan and the numbers in the past, compared the 1979 General Plan and the present plan/ and explained the process used in deciding on the type of density to be used. In response to Mayor King's inquiry. City Planner Rangel stated that the opinions given by the Council- members on the city tours that were taken are reflected in the maps. He suggested that Council come look at the maps individually and compare them to make certain of this. Discussion was continued by Council with Mayor King commenting regarding the Technical Report and the final General Plan not remaining static and the need that there will be for review as changes occur. He also discussed legal non-conforming use, the planning that is needed for parks in the City, and safety elements relating to dams. Councilwoman Lowes expressed concern over the zoning for mobile parks and the possibility of those owners changing to mulitiple family apartment) buildings in place of the mobile parks. Councilman Izell disagreed with the dollar figures that were given at the previous study session relating to commercial acres and residential acres. He explained how he felt that residential was necessary for the support of the commercial. He and Mayor King expressed their concern about the density reductions. They felt that it was too drastic and suggested looking at this carefully with respect to the numbers and the economics of the reductions. Councilman Izell suggested that the reduction in density be 3,000 not the recommended 3/600. Councilwomen McNeill and Lowes and Commissioner Shaffstall stated that they felt the people in the City want a cut- down in density and that proposed General Plan did not appear too drastic. They were in favor of more open space and room for each household. Chairman Whitley agreed and expressed his feelings that there was a need to have larger homes on larger lots to attract higher income families to the City who need housing. Mayor King also commented regarding the noise readings that were taken. He felt they were not conclusive enough and requested more information relating to this. He also commented on the need for undergorund utilities and the effect of R3 encroaching into residential areas. Councilmembers commented on the usefulness of seeing the slides and complimented the consultants on the way things are progressing. The Commissioners also complimented the recommendations that were made and commented on the excellent job and hard work done by City Planner Rangel. 00- ORAL COMMUNICATIONS Mayor King declared Oral Communications open and invited those wishing to speak to come forward. Jeannie Martens, Sierra Way, commented on the second time home buyers being overlooked in the housing market in the City, the lot sizes in the PD's, the need for larger lots and larger homes and code inspection of rental units. Walt Hannah, 841 Hollenbeck, West Covina, spoke regarding the lowering of density on lots, single family houses not paying off and the lack of court support for limiting the number of persons in homes. Mayor King declared Oral Communications closed. 00- It was moved and seconded to adjourn the adjourned regular joint meeting of the City Council and the Planning Commission at 7:55 p.m. M/S/C: MCNEILL/ LOWES.
