The City Council of the City of
Baldwin Park met in special session
in the Council Chambers at 5:00 p.m.
PRESENT: COUNCILMEMBERS GIBSON, IZELL, ROLL CALL
LOWES, MCNEILL AND MAYOR KING
ROLL CALL:

City Attorney Flandrick,

Dir. of Housing & Economic

City Clerk Gair

City Manager Webb explained that a proclamation of local STATE OF
emergency was signed by the Acting City Manager and LOCAL
submitted to the State Office of Emergency Services on EMERGENCY
December 8, 1988. The Chairman of the Los Angeles
County Board of Supervisors also proclaimed a state of
emergency based on fire and wind damaged areas of the
county. The Governor proclaimed a state of emergency in
Los Angeles County on December 9, 1988.
He stated that the City Council is required to approve
the proclamation within seven days of the event in order
to continue emergency assistance provisions under state
requirements. This action can be taken in one motion.
Mayor King and other Councilmembers commented on the
excellent job that was done by the Police Department,
Fire Department and many other agencies in the emergency
that existed during the fire. They expressed confidence
in the emergency procedures that are being implemented
and the emergency plan that worked well in this
disaster.
It was moved and seconded to approve the proclaiming of
a local emergency and to ratify the proclamation of
local emergency executed by the Acting City Manager on
December 8, 1988. M/S/C: GIBSON/MCNEILL. There were
no objections.

Mayor King explained the request he had made for a SPEAKER
speaker to come before the City Council to provide REQUESTED
information on water contamination, the water supply,
the drought, and other information that would be helpful
for the City Council to know.

It was moved and seconded to adjourn the special meeting MEETING
of the City Council at 5:10 p.m. M/S/C: IZELL/MCNEILL. ADJOURNED
