Deputy City Clerk Branek, and City Clerk Gair 00- REPORTS OF OFFICERS COMMISSION AND COMMITTEES City Manager Penman gave a brief background about the appointment of the eleven member Citizens Committee on Finances that was created by the City Counci1 in September of 1990 to address some of the financial problems of the City. He referred to the Financial Report and Findings of the Committee that was presented to the Council and explained that the report represents a number of revenue raising alternatives for Counci1 consideration. He outlined several of the recommendations of the Citizens' Committee and also cornplImented the committee on their hard work and the fine job that they had done in evaluating solutions for the City. Counci1 members commended the committee for the hours that they had worked on this project and thanked them for the fine report that has been submitl^d to the Counci1. 00- ORAL COMMUNICATIONS STAFF REPORT Mayor Lowes declared Oral Communications open and Invited those wishing to spe^k on any subjc-cl to come forward. Recommendations for specific action as a result of these studies should be brought back to the City Council no late than June 30. 1991. COUNCIL CONCURRED RECOMMENDATION #3: A preliminary survey of Baldwin Park residents and businesses should be conducted to determine whether or not a card club should be pursued. If the results of such a survey show sufficient support for a card club, the City should then Investigate potential sites and potential operators to develop more sped fie information regarding the impacts of such a development. A recommendation on whether or not to pursue a card c1ub shouId be made to the City Cound1 i 11 adequate time to allow them to decide if such an ordinance should be placed onto the April 1992 ballot. The revenues from this tax would be used for general revenue purposes and specifically, to help build general fund reserves. COUNCIL DIRECTION RECOMMENDATION 6: Based upon the results of the study specified above, the City Counci1 should adopt a law enforcement action plan with specific costs associated with each element of the plan and place an advisory measure on the April 1992 ballot for the establishment of a benefit assessment district which would cover the costs of the action plan. Assessment levels should be structured to be relatively simple to administer and equitably reflect the cost of law enforcement services to singie family, multi-family/ commercial and industrial properties/ although separate rates for owner-occupied and rental properties should be pursued. The assessments should addi tionally be frozen at the same level for the first five years.
