Doctor Paul Walker, Church of God, invited Council to attend the churches 75th Diamond Jubilee on March 9th at 2:00 p.m. Margarita Vargas1 14i29 Ohio, stated that Councilwoman Ten Muse is doing a good job. People should not waste energy, they should continue to let her do good for the community. Mrs. Muse tries to help the schools and the community. Bill Van Cleave, 13232 Emery, stated that it was nice to see a large crowd at the Council meeting. He hopes that the people continue of support the meetings and give their input, it will mean more can get done in the community. Eli Roca, 14637 California, stated that he was glad that more money was being added to the Youth Scholarship Program. He further stated that his league has given back to the community through volunteering in the community and that the scholarship program will add additional help in the league. Prior to receiving the letter, she filed a police report on the removal of some of her signs. As a concerned citizen she stated: 1) that Council needs to take into consideration the best qualified and what is best for the community when hiring the Chief of Police; and 2) Councilwoman Ten Muse has the community behind her, she is respected, and she is admired for the work she has done. The public appreciates the bi-lingual dispatcher in the police department. Olivia Ortiz, 14457 Cavette Place, thanked Council for the Sports Scholarship Program, because 106 children have qualified for the scholarships. Marilyn Garcia, 14404 E. Merced, thanked Council & staff for their hard work in providing a safe, clean city. She stated that she heard that there is a recall effort against Ten Muse. She and Ten Muse are co-workers at Kaiser and good friends. Mrs. Muse has been a positive force on water issues, city sponsored programs, and dedicated to the BP 2000 Program. She also thanked Mayor Vargas for his hard work. Anthony Bejlarano, 3508 Big Dalton, asked what is going to happen to Captain kies and Ralph Nunez. He stated that when Council was first elected they all thought independently when evaluating Captain Kies and Ralph Nunez. They no longer think that way. Al Reale, 14675 Channing, stated that he understands that the City is looking for a police chief. Captain Kies is qualified, he is experienced, and knows the territory. Why go out of the City to find a police chief? He requested council keep Captain Kies as chief. Roy Test, 15115 Kenoak, urged Council to delay any decisions regarding the Chief of Police until after the new Council has been established. If Council insists on picking someone for the Chiefs position, you have the man in office you need. Joyce John, 703 Park Shadows Court, stated that Councilwoman Ten Muse is her sister and moved here because of Ten. She and her husband are proud to live here. She feels that Council has done a good job. Robert Lopez, 4663 Laurens Avenue, stated that the Chief is capable of doing his job. He further stated that he moved to Baldwin Park from Pico Rivera and people told him that he should not live here. The City has moved forward and done a lot of things that he thought would never happen. He also stated that Council has done good job. Fran Serpa, 4125 Benham, stated that she was the Personnel Administrator for Campbells Soup for over 20 years and they never went outside to find new people for higher office. What kind of officers does the City have that has no incentive to move up? Mayor Vargas stated that this is his second to last Council meeting and in talking with people in the community, people have noticed the changes in the community. He spoke of the drop in the crime rate, the reserve account, paved streets, the recreation programs growing, and the clean parks. Elections bring out nastiness, regardless of what happens in the election, the City is going in a positive direction, and the people know what's happening in this community. He expressed his support for Councilwoman Ten Muse if the recall effort goes forward. Ten Muse thanked those in the audience that came forward for expressing their thoughts. She stated that the Los Angeles Time had an article that stated recalls are divisive and cost money. She named the things that could be accomplished with the money spent on a recall. She further stated that the last 6 months have been emotional, that she could have chosen to run for Mayor but didn't, and that she has two more years to serve on Council. She also stated that she will still be here and will work with whoever is elected. Councilman Lozano, stated that election time brings out differences of opinions. Everyone realizes that there is a goal for the City. We need to remember we are doing this for the next generation. He further stated that it is an honor and privilege to serve on this Council and that the citizens need to bond together. 00- CONSENT CALENDAR The Consent Calendar consisted of the following: 1. It was moved and seconded to approve the Consent Calendar Item No.1-10 MIS/C: LOZANO/MUSE. There were no objections. Mayor Vargas stated that he would abstain from voting on Item No.11 due to a possible conflict of interest. It was moved and seconded to approve Consent Calendar No. 11. MIS/C: LOWESILOZANO. There were no objections 00- PUBLIC HEARING Mayor Vargas Introduced the Public Hearing pertaining to Public Hearing to Establish Underground Utility District No. 97-i Along Pacific Avenue From Bogart Avenue to the East City Limit. Director of Public Works Mousavi stated that the undergrounding of utilities will eliminate overhead distribution facilities, and enhance the appearance of the City. The City is currently waiting for clarification of the effect of Proposition 218 on all assessment districts. It was recommended to continue the public hearing. It was moved and seconded to continue the public hearing pertaining to establish Underground Utility District No.97-i along Pacific Avenue from Bogart Avenue to the east City limit. Mayor Vargas announced that the public hearing for Consideration of Amending Section 153.520, Billiard and Pool Hall Regulations of the Baldwin Park Municipal Code Applicant: City of Baldwin Park; Case No. AZC-139) has been continued to March 19,1997. Mayor Vargas Introduced the Public Hearing pertaining to A City Initiated request to amend Section 153.385 through 153.396 1£ Sign Regulations" of the City's Zoning Code. Assistant Planner Harbin explained several issues raised regarding the current sign ordinance. A consensus was reached by the Planning Commission and Council that the revised code needed to accommodate larger, taller signs, especially signs that are along the freeway. Staff has 1) clarified definitions; 2) the relocation of the sign criteria for the FC, 01, IC, and CM zones; 3) wall sign changes that included allowing different types and an increase in the number of wall signs and size; 4) freestanding sign changes include increases in size, height, and number of signs based on zoning and property square footage with special consideration given to freeway oriented properties; and 5) increasing the number of temporary signs permitted, allowing a greater length of time for which temporary signs may be displayed, and allowing different types of temporary signs. Finally, special sign provision were made for automobile service stations and automobile dealerships. Staff and the Planning Commission recommended Council approve the negative declaration of environmental impact and approve an amendment to the Zoning Code revising Sections 153.385 through 153.396 of the City 5 Municipal Code affecting signs. Mayor Vargas declared the Public Hearing open and invited those wishing to speak pertaining to AZC-141 to come forward. Bill Van Cleave, 13232 Emery, stated that the new sign ordinance is a good start. He stated that he hopes that the merchants and stores in the malls are offered the same consideration as the automobile service stations and automobile dealerships. Outdoor advertising stmctures are not allowed along the freeway. Off premise signs do not advertise the business on the property. The Cloverleaf area would be based on lot square footage. It was moved and seconded to introduce Ordinance No.1123, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING SECTION 153.385 ET SEQ., SIGN REGULATI9NS", AND RELATED SECTIONS OF THE BALDWIN PARK MUNICIPAL CODE APPL.ICANT: CITY OF BALDWIN PARK; CASE NO: AZC-141)." for first reading, to be read in title only, and all further reading be waived. There were no objections. 00- REPORTS OF OFFICERS, COMMISSIONS, AND COMMITTEES Director of Recreation/Community Services Nunez requested approval of an additional appropriation of $10,000 from the Community Development Block Grant CDBG) fund for the Sports Scholarship Program. The Sports Scholarship Program has been designed to assist families who meet the criteria with an allocation of $100 per child to subsidize the registration fees for their children to participate in organized sports activities. This program reduces the cost of registration fees by 2/3 or 70% of the total registration fee. The program has provided the opportunity for more than 750 participants in organized youth sports programs. Staff recommended approval of the additional appropriation. It was moved and seconded to approve the appropriation of an additional $10,000 from the Community Development Block Grant fund for the Sports Scholarship Program. MIS/C: LOWESILOZANO. There were no objections. 00- COUNCILISTAFF REQUESTS AND COMMUNICATIONS Mayor pro tem Muse requested: 1) Staff replace the No Left Turn Sign at the Railroad Crossing on Pacific in front of City Hall because it is being blocked by the arms of the crossing mechanism; 2) Staff research the use of free standing stop signs; and 3) In response to Mayor pro tern Muse, Director Nunez stated that a report would be in the next Status Report pertaining to the extended hours at the Community Center. Councilmember Lozano requested: 1) the crime statistics comparison. City Clerk Gair announced that the ballots will be counted in the Council Chamber on March 4th, they will be counted by Martin & Chapman, and the ballot counting will begin about 8:30 with the results about 10:30 p.m. She invited the public to attend. In response to Councilmember Lozano, City Clerk Gair stated that if someone requested a ballot for a dead person, the signatures will need to match in order to be counted, and the Registrar Recorder will examine the signatures. If a ballot was sent to a dead person, that person had to be a Permanent Absentee Voter, which automatically generates a ballot. 00- It was moved and seconded to adjourn the regular meeting of the City Council at 7:50 p.m. MIS/C: LOWES/LOZANO.
