The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the above time
and place.
ROLL CALL Present: Council Members Ricardo Pacheco, Manuel
Lozano, Ted Muse, William Bill" Van Cleave and Mayor

Also present: David Olivas, City Attorney; James B.
Hathaway, Finance Director; Richard A. LeGarra, Chief of

PUBLIC COMMUNICATIONS
PRESENTATION TO Mr. Joe Erwin of the American Red Cross Blood Services of
CITY BY AMERICAN Southern California presented an award to the City for its
RED CROSS assistance in raising blood for Southern California. He gave
special thanks to Ralph Nunez, his staff; and the Council for
their aid.
TRAFFIC CONCERNS Vice Principal Irene Lewis, Foster School expressed concern
VICINITY OF FOSTER over the traffic congestion at the T" intersection of Foster
SCHOOL and Vineland Ave. She wants Council to consider placing a
crossing guard or a stop sign or maybe speed bumps to make
it safer.
Ms. Olga Morales, 14039 Anada St., Baldwin Part, is also
very concerned about the safety of children at the streets
surrounding Foster School. She said speed bumps or a
crossing guard would have been more effective than the
street islands.
Margarita Vargas, Baldwin Park, is concerned about the
safety of the children around Foster School.
ANNOUNCEMENT FROM Representative from Congressman Martinez' office offered
THE OFFICE OF the opportunity for anyone in need of assistance regarding
CONGRESSMAN MARTINEZ Immigration or Internal Revenue Service to contact the
Congressman's Office for assistance.

SUBSEQUENT NEED
COUNCIL SUPPORT OF City Attorney Olivas explained that a subsequent need item
SENATE BILL 63 on this matter occurred after the posting of the agenda and it
2$ necessary to consider approving a resolution in Support of
SB63.
A motion was made to place a Subsequent Need item on the
agenda under Council Requests, to discuss and approve a
resolution in Support of SB63

PRESENTATIONS
CERTIFICATE OF An award was given to Dan and Vicki Steffen in recognition
APPRECIATION TO of their untiring efforts and their unending dedication as
ARTHUR DAN" AND Chairman and Assistant to the Baldwin Park Sierra Vista
VICKIE STEFFEN Project Area Committee.
Mr. and Ms. Steffen were not present to receive this award,
therefore, Director Cervantes was asked to forward it to hem.
AWARD OF MERIT TO Mayor Lowes presented Awards of Merit to Tanya Gomez,
PARTICIPANTS OF David Villegas, Desiree Zamora, Ruben Gomer, Racin
EDUCATIONAL ENHANCE- Fontes, Mario Perez, Karma Perez, Marion Gutierrez,
MENT PROGRAM Afredo Santiago, Ying Chan and Guillermo Cervantes, in
recognition of their presentation in Sacramento on Februry
1, 1999. Mayor Lowes also thanked Elva Lima, Gary George
and GTE for sponsoring this event.
Mayor Pro-Tern Lozano recognized Larry and Sylvia Ortega
and GTE for their work in the Community and also to
Senator Hilda Solis for extending an invitation to visit the
State Capital to the program participants and for her support
of this endeavor.

TREASURER'S REPORT Treasurer's Report for the month of January, 1999, was
received and filed.
FRANCISQUITO AVENUE Resolution No.99-11 entitled, A RESOLUTION OF THE
OVER WALNUT CREEK CITY OF BALDWIN PARK, CALIFORNIA,
SYSTEM'S OF HIGHWAYS CONSENTING TO ME ESTABLISHMENT OF THE
PORTION OF FRANCISQUITO AVENUE OVER
WALNUT CREEK WITHIN SAW CITY AS PART OF
THE SYSTEM OF HIGHWAYS OF THE COUNTY OF
LOS ANGELES", was approved.
APPROVAL OF MINUTES The minutes of the City Council/Planning Commission Joint
Meeting of October 13, 1998, were approved as presented
CLAIM REJECTION The claim of James L. Jones #9003 1A was rejected
CONTRACT FOR POLICE City Council approved the agreement between
HELICOPTER SERVICES Baldwin Park and El Monte for Police Helicopter
WITH EL MONTE POLICE Service. As outlined in the existing agreements
DEPARTMENT with USH, Awn, Glendora, Covina and West Covina, a a
30 day quit" notification will be given to each agency
respectively.
CONTRACT RENEWAL City Council approved a one-year renewal
CORRECTIONAL SYSTEMS, agreement with Correctional Systems Inc., for
INC. FOR JAIL SERVICES jail services at a cost of $253,353 FY99-2000).
MARIPOSA HORTICULTURAL City Council approved an agreement with
BASEBALL HELl) Mariposa Horticultural Enterprises, Inc. for he
MAINTENANCE AGREEMENT landscaping at four 4) youth baseball parks and appropriated
$7,000 from the City's share of Prop A Safe Park Bond
Measure Maintenance Funds.

OFFICIALS CONCERNING the Next Best Thing to New Home Program". This
HOUSING PROGRAMS resolution establishes rules and regulations, which permits
RESOLUTION NO.99-14 elected officials and their immediate families to participate in
said programs, but requires a public hearing prior to the
award of any housing assistance.

RESOLUTION NO.99-15 SUPPORT OF SENATE BILL 63, BY SENATOR HILDA
L. SOLIS, ALLEVIATING TRAFFIC CONGESTION AND
PROMOTING THE MORE EFFICIENT USE OF THE
HIGHER OCCUPANCY VEHICLE HOV) LANE ALONG
INTERSTATE 10, THE SAN BERNARDINO FREEWAY,
BY REDUCING THE MINIMUM REQUIREMENT FROM
THREE PERSON PER VEHICLE TO Two PERSONS

MILLENIUM FIREWORKS Councilwoman Muse ask staff to look into the possibility of
having a fireworks display on January 1, 2000 to celebrate
the Millennium. Councilwoman Muse also inquired as to
whether or not the City would allow firework sales the week
prior to January 1, 2000.
SAN GABRIEL VALLEY Councilwoman Muse asked that the mater of the San Gabriel
CONSERVANCY Valley Conservancy Funding be followed closely as there
may be funds available to the City with respect to recreation
facilities.

CITYWIDE REFUSE Councilwoman Muse discussed the issue of trash around the
RECEPTACLES City, particularly across from Morgan Park. Councilwoman
Muse suggested installing additional trash receptacles
throughout the city, which may encourage citizens to place
their trash in the receptacles
Executive Team Chairman LeGarra made the following
announcements:
DARE GRADUATION There will be a Dare graduation at Foster School on February
18, 1999, at 9:00 a.m.
DELINQUENCY CONTROL Also on Friday, February 19, 1999, Max Garcia will be
INSTITUTE graduating from the Delinquency Control Institute at 6:30 p.m.
GOOD MORNING On February 25, at 8:00 a.m., there will be a Good
BALDWIN PARK Morning, Baldwin Park" meeting in the Council Chamber.
TRAFFIC SAFETY MEETING On March 8th, 1999, at 6:30 p.m. at the Community Center,
there will be community input regarding&ding traffic concerns
surrounding the intersection of Baldwin Park and Ramona.
CHIEF'S FORUM On March 24, 1999, at 6:30 p.m., at the Community Center,
there will be the Chiefs Forum and will have the new police
helicopter on display.
CANDIDATE'S FORUM Councilman Van Cleave announced that a Candidates Forum
will be held at the Community Center at 6:00 p.m., February
18, 1999.
GRAFFITI REMOVAL Mayor Lowes stated that she has seen graffiti on the old
Alpha-Beta store and asked staff to follow up on this matter.
ADJOURN There being no further items to be discussed, the meeting was
adjourned at 9:02 p.m.
