The CITY COUNCIL of the City of Baldwin Park met in special session at the above time and place.
ROLL CALL: Present: Council Members Ricardo Pacheco, Linda
Gair, Mayor Pm-Tem William Bill" Van Cleave, and
Mayor Manuel Lozano and Councilmember-elect
Marlen Garcia.
Also Present: Roger Colvin, City Attomey; Dayle Keller,
Interim Chief Executive Officer; James B. Hathaway,
Director of Finance; Ralph Nunez, Director of
Recreation and Community Services; Ana Montenegro,
City Treasurer; Kathryn Tizcareno, City Clerk and
Rosemary Ramirez, Deputy City Clerk.
REPORTS OF OFFICERS
DECLARATION OF RESULTS Staff requested approval of a resolution declaring the
SPECIAL MUNICIPAL ELECTION HELD the results of the Special Municipal Election held on
NOVEMBER 2, 1999 November 2, 1999.
A vacancy was created on the City Council by the
election of Council Member Manuel Lozano to the
position of Mayor at the March 2, 1999 General
Municipal Election. On November 2,1999, a Special
Municipal Election was held to fill that vacancy and
serve the unexpired term to March, 2001. Candidates
for that office were Belle Lowes and Maden Garcia.
The Registrar-RecorderlCounty Clerk has completed an
official canvass to verify that all ballots have been
correctly counted and accounted for) and has submitted
an Official Statement of Votes Cast by precinct for the
Special Election, consolidated with the County held on
November 2, 1999. The canvass of the election
verifies that a majority of the voters voted for Marlen
Garda for Member of the City Council.
A motion was made to adopt Resolution No.99-95
entitled, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK, RECITING THE FACT
OF THE SPECIAL MUNICIPAL ELECTION HELD ON
NOVEMBER 2,1999, DECLARING THE RESULT AND
SUCH OTHER MATTERS AS REQUlREDZ, read by
title only and waive further reading thereof.
MOTION: Coundlwoman Gair
SECOND: Councilman Pacheco
Motion carried.
RECESS The coundl recessed at 6:35 and reconvened at 6:40.

ADMINiSTRATION OF OATH OF OFFICE Former Councilwoman Ted Muse administered the
Oath of Office to newly elected Member of the City
Council Marlen Garcia. Ms. Muse stated that it was an
honor to be the one to administer the Oath of Office to
her very dear friend, Marlen Garcia. She congratulated
Councilwoman Garcia and stated that in addition to her
big dreams, knowledge, and positive attitude, Marlen
brings with her a strong commitment to her constituents
her word is her honor.
CERTIFICATE OF ELECTION Mayor Lozano, was joined by the Council and
presented Councilwoman Garcia with her Certificate of
Election.
SENATE RECOGNITION Juan Lopez of Senator Hilda Solis' office presented a
Certiflcate of Senatorial Recognition to Marlen and
congratulated her on her victory.
COMMENTS FROM NEWLY ELECTED Councilwoman Garcia thanked her family, friends and
COUNCILWOMAN GARCIA supporters for being present and stated that it is a great
honor to represent the City of Baldwin Park. In addition
to promising to remain an independent voice on the
coundl, she spoke of her vision for the City which
include: Her pursuit of the completion of a teen center
for our children; Economic development;
Implementation of a Police Safety Commission;
Downtown Business District Revitalization; and,
development of the area along the San Bernardino I-
10) Freeway. At this time Councilwoman Garcia
acknowledged her family, who was in the audience, and
closed by inviting everyone to attend a celebration after
the meeting at Guadalajara Grill.
COMMENTS BY COUNCILMAN PACHECO Councilman Pacheco commended Councilwoman
Garcia on her grass-roots, positive campaign style and
congratulated her on her victory, stating that she brings
great things to the Council and to the residents of the
City. It is a privilege to be a part of tonighfs history
making event and a great pleasure to share this honor
with a proven leader, Councilwoman Marlen Garcia.
COMMENTS BY COUNCILWOMAN GAIR Councilwoman Gair congratulated Councilwoman
Garcia and commended her on her campaign style,
stating it was a positive approach. She looks forward to
working with Councilwoman Garcia and, it is rewarding
to see three ladies on the dais.
COMMENTS BY MAYOR Mayor Pro Tem Van Cleave first commented that he
PRO TEM VAN CLEAVE was happy to learn that Councilwoman Garcia is
originally from Chicago and grew up in East Los
Angeles, which is a common thread for both of them.
He congratulated Councilwoman Garcia and looks
forward to working with her.

COMMENTS BY MAYOR LOZANO Mayor Lozano congratulated Councilwoman Garcia and
stated that she is the first Latina woman ever to be
elected to the City Council of the City of Baldwin Park.
We end this century with a remarkable history making
event and begin the 21st century with a bang. Marlen's
victory sends a clear message that every woman, no
mailer what race or color, can get elected into office.
POINT OF ORDER City Ailorney Roger Colvin explained that as a point of
order, the City Council recessed earlier for the purpose
of having the Oath of Office officially administered to
Councilwoman Garcia, by the City Clerk.
ADJOURN There being no other mailers before the Council, the
meeting was adjoumed at 7:15 p.m.
Approved as presented, by the City Council at their
meeting held December 15,1999.
