The CITY COUNCIL and PLANNING COMMISSION of the City of Baldwin Park
met in SPECIAL SESSION at the above time and place.
ROLL CALL
Present: Councilmembers: Marten Garda, Bill Van Cleave, Ricardo Pacheco.
Mayor Pro-Tem Linda Gair. and Mayor Manuel Lozano
Planning Commissioners: Ed Huetinck, Conrado Magdaleno. Mila Alba and Sergio
Corona
Also Present: Dayle Keller, Chief Executive Officer; John Olvera, City Attorney; Mark
Kling. Chief of Police; Jose Sanchez, Finance Director; Shafique Nayier, Public Works
Director; Rick Forintos. Community Development Director; Manny Carrillo.
Recreation/Community Services Director; Jose Mesa, Personnel/Risk Manager,
Assistant to the Chief Executive Officer Bouton; Amy Harbin. Principal Planner;

Absent: Kathryn Tizcareno, Crty Clerk and Commissioner VHIegas
In order for the Planning Commission to conduct a Public Hearing Regarding Case
Number AGP-103. the Crty Council Session recessed at 6:35 p.m. and reconvened at
7:35 p.m. to meet in joint session with the Planning Commission.
PUBLIC HEARINGS
PUBLIC HEARING TO CONSIDER AMENDMENTS TO THE HOUSING ELEMENT OF
THE GERNAL PLAN, CASE NO. AGP-103
Chair Magdaleno called for staff reports and presented a brief summary as follows: A
City initiated request to consider minor amendments to the Housing Element of the
General Plan so as to achieve a City adopted and State Department of Housing and
Community Development certified Housing Element. Amendments will include the
following: a review of previous housing accomplishments; an assessment of housing
needs, resources, and constraints; the identification of programs to fulfill the City's
regional housing share; an evaluation of assisted housing stock at risk of conversion to
market rate; and the identification of financial resources available to the City for the
implementation of housing programs, including the use of redevelopment set-aside
funds for low and moderate income housing.
Community Development Director Forintos stated that the Housing Element Update is a
culmination of years of work.

Principal Planner Harbin stated that while this is a Public Hearing for the Planning
Commission, the City Council was invited to hear the presentation. She then introduced
consultant Veronica Tarn of Cotton Bridges Associates.
Ms. Tarn presented the staff report and a slide show of the Housing Element and stated
that she received approval form three State on November 28, 2002. Ms. Tarn made
staffs recommendation that the Planning Commission recommend that the City Council
adopt the Negative Declaration of Environmental Impact and approve AGP-103. an
update to the Housing Element of the General Plan.
In response to Commissioner Corona, Veronica Tarn stated that the allocation of funds
is currently based on the 1990 Census. Principal Planner Harbin stated that flag lots
will be addressed in the Zoning Code update.
There being no further questions of staff. Chair Magdaleno declared the Public Hearing
open.
There being no interest, Chair Magdaleno declared the Public Hearing closed, and
called for Commission discussion.
There being no discussion, Chair Magdaleno called for a motion.
Commissioner Huetinck made a motion to draft a Resolution of Approval, Resolution PC
01-37, a Resolution of the Planning Commission of the City of Baldwin Park
recommending that the City Council adopt the Negative Declaration of Environmental
Impact and approve an update to the Housing Element of the General Plan; Case No.:
AGP-103; Applicant City of Baldwin Park.
MOTION: Commissioner Huetinck SECOND: Commissioner Alba Motion Carried
City Council Reconvened at 7:35 p.m. to the Special Joint Meeting
MAINE AVENUE RECONFIGURATION AND ALTERNATIVES
Community Development Director Forintos opened with a reminder of issues regarding
Maine Avenue. He stated that the Community Development Department and the
Engineering Department have collaborated to present a number of options for the City
Council and Planning Commission to consider.
Senior Redevelopment Project Coordinator Picazo presented a slide show consisting of
photos taken from Maine Avenue as verification of traffic and other concerns on Maine
Avenue. Senior Redevelopment Project Coordinator Picazo also distributed a
memorandum offering the six 6) options with their advantages and disadvantages to be
considered.
In response to Council and Commissioner questions, Senior Redevelopment Project
Coordinator Picazo stated that Option 1 would require 6 feet of sidewalk space to be
removed from both sides and that the cost listed on the report is an estimate only.
In response to Council and Commissioner questions. Public Works Director Naiyer
stated that Option 2 does not call for a length increase to any lane.

In response to Council and Commissioner questions, Senior Redevelopment Project
Coordinator Picazo stated that Option 3 would minimally affect curb, gutter and
landscaping in front of the Bank of America.
Because of the issues, including relocating businesses and not addressing the traffic
concerns in Option 4, it was agreed that it might be a good idea in the future, but not at
this time.
After a discussion and update on the Post Office situation, Mayor Lozano requested
staff to contact Congresswomen Hilda Solis or the Post Office to discuss alternatives
suggested in Option 5.
It was agreed by all Council Members that Option 6 did not address the concerns
regarding Maine Avenue.
In response to Commissioner Alba and Chair Magdaleno. Community Development
Director Forintos stated that the purpose of this meeting is to receive input from the
Commission and Council and if the Commissioners would like to recommend it be
considered to have Maine Avenue become a one-way street they may do so.
Chief Executive Officer Keller reminded everyone that Ron Cano of Downtown Main
Street Visions is working with Representative Hilda Solis on a $500.000 grant for Maine
Avenue.
It was agreed not to wait for the outcome of the grant, but to move forward with
researching the options offered.
Chief Executive Officer Keller reminded everyone that staff is conducting only an opinion
poll and no final action will be taken at this time.
Community Development Director Forintos stated that the result of the poll will be
provided in a future staff report at which time, the additional options suggested tonight
would be added.
Mayor Lozano requested to see visual examples of the options offered next time.

There being no further matters for discussion, the meeting was adjourned at 8:02 p.m.
