The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the City of
Baldwin Park met in STUDY SESSION at the above time and place.
ROLL CALL
Present: Councilmembers/Members: Marlen Garcia, Bill Van Cleave, Ricardo Pacheco. Mayor
Pro-Tem/Vice Chair Linda Gair and Mayor/Chair Manuel Lozano
Absent/Excused: Rosemary M. Ramirez, Chief Deputy City Clerk
Also Present: Dayle Keller, Chief Executive Officer; Arnold Alvarez-Glasman. City Attorney; Jose
Sanchez, Finance Director; Jose Mesa, Personnel/Risk Manager; Susan Diotte-Garcia. Liability
Administrator; and Kathteen Sessman, Deputy City Clerk
PUBLIC COMMUNICATION
Bob Benbow, President of the Historical Society, thanked City Council and staff for their assistance
and support. He announced that the Historical Society is in the process of reorganizing and
upgrading the services it offers to the community. He distributed an events calendar to Council
and staff and announced that the Historical Society is now meeting w a bi-monthly basis and has
developed a mailing list to help better communicate with the community.
CLOSED SESSION
The Council/Agency recessed to Closed Session at 6:10 p.m. and reconvened at 6:55 p.m., with
all members present. City Attorney Alvarez-Glasman reported the action as follows:

PRESENTATIONS
SAN GABRIEL MID-VALLEY CONSORTIUM WMO)
Mr. Jamie CasteHeda, Executive Director of the San Gabriel Mid-Valley Consortium presented an
overview of the programs and services offered by the Consortium. He stated that the Consortium
is a work force development center that provides service to its member cities of the C'rty of Baldwin
Park, South El Monte, El Monte and Bradbury. He stated that due to the high rate of
unemployment, it is essential that a message of the Consortium's services and programs reach the
community. Mr. Castefteda stated that the main reason he is here is to ask for the City's
assistance. He requested that the City refer residents who are in need of employment, to the Mid-
Valtey Consortium. He also asked for assistance in getting a message to the community about
the Consortium's services. Mr. Caste^eda requested to meet with the City's Community
Development Director so that the Consortium could ascertain how to better assist the City and the
residents of Baldwin Park.
Mayor Lozano commended Mr. Castefteda for the reorganization of the Consortium. He feels that
the growth and expansion of the Consortium and its programs is due to Mr. Castefteda's
dedication and hard work. Mayor Lozano thanked Mr Castefteda for his efforts.
Councilmember Garcia congratulated Mr. CasteHeda on his appointment as Executive Director of
the Consortium. She suggested using the Baldwin Park NOW." the cable service, the Baldwin
Park Street Market and possibly providing an information booth at city events to help promote the
Consortium's programs. She stated that it is essential that word gets out to the commun'rty and
assistance be made readily available to the residents. Councilmember Garcia suggested that Mr.
Castefteda contract Helen Hemandez at the Family Service Center about the possibility of setting
up a small office in that facility; this would create accessibility and provide a direct link to the
community.

There being no other matters before the Council/Agency, the meeting was adjourned at 7:02 p.m.
