The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the City of Baldwin Park met in STUDY SESSION at the above time and place. ROLL CALL Present: Councilmember/Member: Linda Gair, Bill Van Cleave. Mayor Pro-Tem/Vice- Chair Marlen Garcia and Mayor/Chair Manuel Lozano Absent/Excused: Councilmember Ricardo Pacheco arrived at 7:20 p.m. Also Present: Dayle Keller, Chief Executive Officer John Olvera, Deputy City Attorney; Mark Kling. Chief of Police; Maria A. Contreras. City Treasurer and Kathteen Sessman, Deputy City Clerk Absent/Excused: Rosemary M. Ramirez, Chief Deputy City Clerk PUBUC COMMUNICATION Mayor Mike Touhey. City of West Covina. submitted a letter to the City Council and stated that the City of West Covina has reconsidered its position regarding the possible settlement of their City's dispute with St. James and La Donna Davis. Mayor Touhey along with Councilmember Sheltey Sanderson and City Manager Andrew Pasmant offered their deepest apologies to the City Council, the residents of Baldwin Park and Crty staff for any inconvenience created by their effort to bring closure to a very difficult issue for their City. Mayor Touhey further stated that our two Cities have maintained an excellent professional and personal relationship for may years and expressed his hope that the turmoil created over this past week would not create lasting differences between their communities. Coundlmember Van Cleave thanked West Covina for their apology and expressed his hope that a suitable home can be found for Moe and his family. Councilmember Gair thanked West Covina for their gradous apology and recognized that the West Covina City Coundl did not have to do this. it was their choice and for that we thank you very much. Mayor Pro Tern Garda thanked West Covina for reconsidering their position regarding the housing of Moe in the City of Baldwin Park. She stated that this has been an extremely difficult and emotional trying issue. We are working very hard and diligently to change the perception of Baldwin Park. We work together as a team. this incident will not server the relationship that we have established with the City of West Covina on the contrary it is viewed as a learning experience for us and will only strengthen our relationship and continue to work together and support one another. Mayor Lozano expressed his empathy with the Davis family and the residents of West Covina. This has been a long time event in West Covina. Mayor Lozano stated that a teaming process occurred today and is optimistic that the City of West Covina and the City of Baldwin Park will continue to work together to better our communities. John Scheuptein, 1800 Anoma Drive, West Covina, expressed his apology for any inconvenience his city had cause and expressed his pride in his Mayor and City Council for the decision they announced here tonight. Mr. Scheuplein expressed his thanks for the friendship and the good neighbor policies that have developed between the two crties over the years. Teresa Moody. Duarte. expressed her empathy for Moe, St. James and La Donna Davis. She further expressed her belief that Moe should be with his family and hoped that a suitable home could be found for Moe and his family. Betty June Cochran Coller, 3247 N. Mangum Street, submitted a letter to the City Council for the record and asked that it be read aloud. Mayor Pro Tern Garcia read a letter that provided a brief background of the zoo's, circus and other wildlife that once resided within the City of Baldwin Park. She expressed her fear that the City may be sanitized to the point of allowing nothing of interest to exist here. She further stated that surely with modem science were it is today, we could help to make a safe. healthy enclosure for this beautiful animal to live. Mayor Lozano thanked all individuals what took time to attend this Special Meeting. He further stated that both Baldwin Park and West Covina can and will continue to work together and achieve goals that will put both cities on the leading edge.
